Overview

Transport Infrastructure Ireland (TII), acting as the Sponsoring Agency for the Dublin MetroLink programme, is issuing this Periodic Indicative Notice (PIN) to initiate early market engagement with potential insurance providers. The purpose of this engagement is to inform the development of an Owner Controlled Insurance Programme (OCIP) that will support the delivery of MetroLink—one of Ireland’s most significant public transport infrastructure projects. TII seeks to engage with experienced lead and follow market insurers, to explore market capacity, underwriting appetite, and optimal structuring of insurance coverage for the construction of the programme. This PIN does not constitute a call for competition but serves to facilitate dialogue and gather insights that will shape the final specification and the forthcoming procurement strategy. TII will take appropriate measures to ensure that competition is not distorted by the participation of any economic operator in this market engagement.

Market Engagement Purpose: • TII seeks to understand market capabilities and innovations. • Test feasibility of proposed insurance structures. • Identify risks and mitigation strategies. • Promote transparency and supplier readiness. Engagement Methods: • Issue Project Information Report • Issue Market Sounding Questionnaire to encourage feedback • Schedule 1:1 meetings or interviews with potential suppliers Participation Instructions: Following publication of this PIN, interested suppliers should: 1. Express interest [email protected] Subject: “MetroLink OCIP Insurance Market Engagement – Registration” 2. Interested suppliers are required to complete the Non‑Disclosure Agreement which must be signed and returned before the Market Engagement Pack can be released. 3. On receipt of a duly signed NDA the Market Engagement pack will be issued to all registered suppliers comprising, Project Information Report and a Market Sounding Questionnaire (MSQ). 4. Market Sounding questionnaires should be completed and returned by the submission deadline. 5. The MSQ will form the basis of discussion for scheduled 1:2:1 engagement session with MetroLink Project representatives. 6. Suppliers may choose not to submit an MSQ which may limit the scope of discussions in the 1:2:1 session. 7. Time slots will be assigned to registered suppliers. 1‑to‑1 Meetings Meetings will take place during the week commencing 2nd July (Dublin); 7th and 8th July (London) STC Deadline to register interest: 23rd June 2026 A maximum of 5 attendees is permitted per session (to include for example but not limited to Underwriter + Technical Specialist + Broker). Suppliers unable to attend an allocated in-person session should notify the contracting authority promptly using the contact details provided in the procurement documentation. Where possible, an equivalent virtual session will be offered. Virtual sessions will mirror the in-person content, and joining details will be issued in advance.  Requests will be handled on a first-come, first-served basis, with a waiting list maintained if required. Further details will be provided upon registration.
