Overview

This is the Selection Guide for the Selection Phase pertaining to HVC’s European tender on the basis of the competitive procedure with negotiations as referred to in Articles 2.30 and 2.31 of the Dutch Public Procurement Act. HVC Energie is intending to purchase an Energy Trading and Risk Management system to improve the current way of working and optimize business processes in the Energy Trading department. Currently, the organization relies on a basic deal capturing system and a workflow where many results and data are visualized through Power BI. Additionally, risk calculations, such as Value at Risk (VaR), are also performed by the department itself using Power BI. To reduce workload and minimize susceptibility to errors, HVC is seeking a simple yet reliable application. The desired solution should be future-proof, capable of adapting to the latest developments, and able to handle the increasing complexity of the energy sector. This Tender is divided into a Selection Phase and a Negotiation Phase. This Selection Guide relates only to the Selection Phase. In this phase, a maximum of four Candidates will be selected to submit a Tender in the Negotiation Phase. The selected Tenderers will be invited to submit an initial Tender in the Negotiation Phase, after which one or more interview rounds will take place. The Tenderers can then submit their best and final offer (the BAFO). At the end of the Negotiation Phase, an Agreement will be concluded with one Tenderer.
