The Stage 1 [Project Review 1] approval has been received and DCC City Architects will be the design team lead with individual design team consultants appointed to design develop the scheme towards statutory approval from the sanctioning authority [Project Review 4]. Prior to this submission, QS services are required to check/ assess the budgets to date, engage with the Risk and Value Management process, develop a detailed cost plan, develop whole life cycle cost appraisals and to assist in the Project Review 4 Report to the Sanctioning Authority. Pending budget approval from the Sanctioning Authority [Project Review 4], the QS Services will extend to the preparation of full pricing documents (BoQs) in accordance with ARM5 for public works contracts. A detailed budget submission will be required for issue to the Sanctioning Authority for approval to issue project to tender [Project Review 6]. Pending budget approval from the Sanctioning Authority [Project Review 6], the QS Services will extend to finalising the pricing documents (BoQs) in accordance with ARM5 for public works contracts and assisting with the final population of the tender documents. Upon receipt of tenders QS Services in the cost comparative evaluation and tender assessment process will be required to produce a request for budget approval report [Project Review 7] from the Sanctioning Authority. Fees for QS Services for the Construction and Handover CWMF Stages (iv and v) will also be sought in this competition, this requirement is pending but likely. The Project is an Amalgamation and Deep Retrofit of Block L, M, N of the Oliver Bond Complex with the provision of new community centre and new plant room.
