Procurement Act 2023

The Royal Borough of Greenwich ("the Council") is undertaking a Preliminary Market Engagement exercise to inform the future procurement of Statutory Notices and Advertising Services. The purpose of this engagement is to better understand the market's capacity, capability, innovative approaches and commercial models for delivering statutory notice publication and Council advertising services. The information received will assist the Council in refining its requirements, developing its procurement strategy and ensuring that any future contract delivers value for money, compliance with statutory obligations and positive outcomes for residents. The Council is seeking feedback from suppliers who can provide local newspaper publication services, including both print and digital channels, to support the publication of statutory notices and wider Council communications. The key objectives of this engagement are to: • Test the proposed scope of the service. • Understand current market capability and capacity. • Explore innovative publishing, distribution and accessibility solutions. • Gain insight into commercial models. • Understand how suppliers can contribute to Greenwich’s social value objectives. • Identify potential risks, opportunities and barriers that should be considered in any future procurement.
