The procurement concerns services for the modernisation, administration and operational support of the Automated Information System for Education Management (AIKOM 2). The procurement is divided into two lots: Lot 1 – Modernisation of the AIKOM 2.0 Hardware and Software Complex. Lot 2 – Administration and Operational Support of AIKOM 2 during the Production Operation Period. Tenderers may submit a tender for Lot 1, Lot 2, or both lots. Each lot will be evaluated and awarded separately. The detailed scope of services is specified in the Technical Requirements and other tender documentation.

Lot 1 covers the modernisation of the AIKOM 2.0 Hardware and Software Complex, including the development, implementation, configuration, testing and deployment of the required improvements in accordance with the Technical Requirements and other tender documentation.

Ukraine (nationwide). The services relate to the modernisation of the AIKOM 2.0 system operated in Ukraine.

The Agreement will enter into force on the date of its signature by both parties. The services shall be completed no later than 20 December 2027. The completion periods for individual tasks are specified in the Schedule and are calculated from the date on which the Contractor receives the relevant written instruction from the Contracting Authority.

The contract will be awarded to the tenderer whose tender meets the qualification requirements and receives the highest total score. Each lot will be evaluated and awarded separately.

The minimum qualification requirements and the required documentary evidence are specified in Form 1 “Confirmation of the qualification criteria and requirements” of the tender documentation.

Lot 2 covers the administration and operational support of the Automated Information System for Education Management (AIKOM 2) during its production operation period for 12 calendar months. The services include system administration and ensuring the stable operation of AIKOM 2, support of integrations and access management, user management, monitoring and logging, administration of business processes, CI/CD support, testing, scheduled maintenance, incident response, technical support and programming on the Registers Platform in accordance with the Technical Requirements and the applicable service levels (SLA). The services will be provided in six consecutive stages of two calendar months each.

Ukraine (nationwide). The services relate to the administration and operational support of the AIKOM 2 system operated in Ukraine.

The Agreement will enter into force on the date of its signature by both parties. The services will be provided for 12 calendar months in six consecutive stages of two calendar months each. The commencement date and the calendar dates of each stage will be specified in the Agreement.

Subcontractors may be engaged only with the prior written approval of the Contracting Authority. Such approval does not relieve the Contractor of full responsibility for the acts and results of its subcontractors. Subcontractors must comply with the applicable confidentiality, data protection, intellectual property, audit, integrity and sanctions requirements.

Participation is open to business entities duly registered under the laws of Ukraine that meet the qualification requirements and are not subject to any grounds for rejection or applicable sanctions. Detailed participation conditions are specified in the tender documentation.

This is a public contract under Annex 5 no. 1 let. d PPA. There is no right of appeal.
