The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atoll Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services. 2. The consulting services (“the Services”) includes providing technical leadership in statistical design, data analysis, educational measurement, and reporting to support evidence-based planning, monitoring, and evaluation of the Maldives Atoll Education Development Project (AEDP). The assignment is expected to be for a period of 1 (One) year. 3. The detailed Terms of Reference (TOR) for the assignment is attached with this announcement. 4. The Ministry of Education now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are: Master’s degree in Statistics, Education, Economics, Data Science, or related field Minimum 7–10 years of relevant experience in statistical analysis, preferably in projects Experience with large-scale assessments, psychometrics, and data systems Proficiency in statistical software (SPSS, Stata, R, Python, etc.) Experience in education sector statistics would be an added advantage 5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 6.
