Fjársýslan, on behalf of Miðstöð menntunar og skólaþjónustu (Directorate of Education and School Services, here on called MMS) ID no. 660124-1280, invites tenders for 23257 – Assessment system for National Student Assessments. This tender seeks a turnkey, cloud‑based software‑as‑a‑service (SaaS) assessment platform for National Student Assessment (“Matsferill”) that will be implemented, integrated, and run for an initial period of three years with the possibility to extend for one year, twice. The work covers all analysis, configuration, custom development, data migration, training, and project management necessary to adapt the platform for Iceland’s national student assessments. The goods comprise the SaaS licences and underlying technical infrastructure needed to serve roughly 50 000 pupils (Grades 4–10) and administrators each year. During the first operational year the system must handle approximately 100 000 computer‑based test sittings, scaling to 350 000 test sitting within five years and to deliver up to 12 000 concurrent sessions. The services include secure EU/EFTA‑based hosting, 24 × 7 operation and monitoring, user support, corrective and preventive maintenance, and continuous functional enhancements. Pricing is on a pay‑per‑student (user) basis or pay-per-test or a mix there of. Supplemented by fixed hourly rates for any client‑specific or generic development agreed during the contract term.
