Overview

To deliver Retrofit Assessments (RAs) for us as part of a potential funding partnership to decarbonisation a proportion of our homes. Warm Homes - Social Housing Fund

Options: Initial period of 2 years with options to extend by 2 years - maximum term of this contract is 4 years

Public Contracts Regulations 2015 (Directive 2014/24/EU)

Award procedure without prior publication of a call for competition Following an assessment of the Moat's requirements, it was determined that Cotality was the most appropriate supplier to deliver the required retrofit consultancy services. Moat has an existing contractual relationship with Cotality for similar services and has previously received satisfactory performance. Continuing with the same supplier provides continuity of service, ensures consistency in the delivery of PAS2035 compliance activities, reduces mobilisation risks, and enables Moat to build upon existing knowledge of its housing stock and retrofit programme. As the contract has been awarded via a lawfully procured framework agreement that permits direct award, there is no requirement to undertake a separate procurement process or publish a new contract notice in OJEU or FTS. The award is therefore compliant with the relevant framework provisions and procurement regulations governing the use of framework agreements. It is concluded that the contract award is lawful on the basis that: The Prosper PAS2035 Retrofit Consultants Framework was established through a compliant procurement process. The framework provides a lawful mechanism for the Authority to award contracts to appointed framework suppliers. Cotality is an appointed supplier on the framework and is capable of delivering the required services. The Authority's previous successful engagement with Cotality supports the decision to utilise the framework to secure continuity, efficiency, and value for money.
