BACKGROUND AND PURPOSE OF THE REQUEST FOR INFORMATION Pääkaupunkiseudun Junakalusto Oy (hereinafter “Junakalusto Oy”) is preparing a tendering procedure for the procurement of ETCS and ATO equipment for 81 Sm5 train units. Junakalusto Oy is gathering information on market operators and the solutions they offer and, for this purpose, is publishing this request for information. This request for information is not a contract notice or an invitation to tender, but has been published for the purposes of market research. The publication of this request for information does not yet initiate the actual tendering procedure. The contract notice and the invitation to tender will be published separately at a later stage. The request for information does not oblige the contracting entity to carry out the procurement. Responding to the request for information is not a precondition for participating in any later tendering procedure, and no compensation will be paid for responding to the request for information or for participating in the market dialogue. Junakalusto Oy will, at its discretion, make use of the information obtained through the market dialogue conducted by means of this request for information when preparing the procurement documents. For the sake of clarity, Junakalusto Oy states that responding to this request for information does not constitute such participation in the preparation of the procurement that would prevent participation in a subsequent tendering procedure (Section 70 of the Act on Public Procurement in the Water, Energy, Transport and Postal Services Sectors). Operators interested in the procurement are requested to respond to this request for information and to participate in supplier-specific market dialogues as described in more detail below in section Additional information about the procurement or part.
CONTRACTING ENTITY Junakalusto Oy is a contracting entity subject to public procurement legislation, established for the acquisition and management of the rolling stock needed for commuter rail services in the HSL area. The core task of Junakalusto Oy is to carry out procurements professionally and efficiently. Junakalusto Oy conducts competitive tendering procedures for contracts concerning trains and financing. The company is responsible for life-cycle management of the rolling stock it administers and also procures the maintenance for which it is responsible, as well as supervises the performance of maintenance of the train units. The company ensures that the rolling stock under its administration complies with regulatory requirements. Junakalusto Oy also arranges the necessary depot facilities and properties for its rolling stock. BACKGROUND AND SCOPE OF THE PROCUREMENT The national ERTMS deployment programme, Digirail, aims to implement the ETCS system across the entire Finnish rail network by 2040. As part of the programme, ETCS will be introduced in the Helsinki metropolitan commuter rail area in 2034. Stadler FLIRT Sm5 electric multiple units of Junakalusto Oy operate in this area in commuter rail services organised by the Public Transportation Authority (HSL). These services are characterised by short headway and effective utilisation of the rolling stock (see Appendix 1 and its sub-appendices for further details). The Digirail programme has selected ETCS System Version 2.2 for deployment, enabling the future introduction of Automatic Train Operation (ATO). Finland does not operate a GSM-R railway radio network, and ETCS data communications will be based on a solution compliant with Traficom’s pre-FRMCS regulation, utilising commercial public mobile networks. The processing of the necessary derogation for this solution has progressed through the European Union Agency for Railways (ERA) and is currently under consideration by the European Commission. Junakalusto Oy will equip its fleet of 81 Sm5 trainsets with ETCS equipment in accordance with the schedule defined by the Digirail programme. The costs of the procurement will be borne by the municipalities that own the company. The procurement will include, at a minimum, the ETCS onboard equipment for the Sm5 fleet, integration engineering, commissioning and approval-related activities, and may additionally include installation work and installation materials. A high level of reliability is required from the onboard ETCS solution, with the existing Class B (JKV) train protection system serving as the benchmark. Two implementation alternatives are being considered for the fleet retrofitting: a) dual fitment of the existing national Class B train protection system and ETCS; and b) installation of an ATP-VR/RHK STM. Under alternative (a), the objective is to minimise modifications to the currently approved JKV system so that the existing Class B train protection equipment retains its approval following ETCS integration. No functional or other technical interface will be implemented between the two ATP systems. Under alternative (b), the Sm5 fleet will be equipped with an ATP-VR/RHK STM. In this case, the existing JKV equipment will be removed during the ETCS installation. The final selection between the alternatives will be based on, among other factors, the phased migration of infrastructure, HSL’s operational requirements, and feedback received during the market dialogue process. The onboard components of the ETCS data radio solution are not expected to be fully included in the future procurement. The pre-FRMCS multichannel routers for the fleet are expected to be procured centrally by the infrastructure manager. However, the procurement of Junakalusto Oy will include the necessary cabling, antenna(s), and commissioning of the radio equipment. In conjunction with the introduction of ETCS, the Helsinki metropolitan commuter rail system is also preparing for the deployment of ATO GoA2 functionality. During the preparation of the ATO solution, it has been identified that an implementation fully compliant with the current EU regulatory framework may not entirely satisfy the capacity and operational requirements of HSL commuter rail services, taking into account the typical environmental conditions of the Helsinki region. Consequently, further development of the solution is expected to be required. Based partly on feedback received during the market consultation process, Junakalusto Oy will decide whether any future ATO procurement will be included as part of the ETCS procurement or conducted as a separate procurement. Any future onboard ATO equipment will be connected to the train via the interface defined in CCS TSI 2023 Subset 139 and Subsets 143/147, or alternatively through a dedicated ATO adapter. The Digirail programme aims to introduce a Hybrid Train Detection (HTD) solution to enable more efficient utilisation of the railway network. Infrastructure-side HTD functionality will be the responsibility of the Finnish Transport Infrastructure Agency. Utilisation of HTD functionality will require the implementation of a Train Integrity Monitoring System (TIMS) on the Sm5 fleet. The ETCS integration will be carried out as part of the mid-life refurbishment programme of Sm5 trainsets. Other refurbishment and modification works may also be undertaken in conjunction with the ETCS installations in order to achieve efficiency benefits. According to the preliminary plan, no more than two or three trainsets will be withdrawn from service simultaneously for installation and commissioning activities. The objective is to minimise rolling stock downtime resulting from the installation programme. As part of the Digirail programme and funded by the Finnish Transport Infrastructure Agency, Junakalusto Oy has already implemented ETCS and ATO equipment on two Sm5 trainsets. This installation is intended solely for testing purposes, and no ETCS-equipped Sm5 trainset has been approved for commercial operation. The implementation does not constitute a First of Class (FoC) approval. The test installation procurement was structured in such a way that Junakalusto Oy retains the right to utilise and share information generated during the project in connection with the future procurement covering ETCS deployment across the entire Sm5 fleet. PROCUREMENT PROCEDURE AND SCHEDULE The actual procurement procedure will most likely be carried out as a negotiated procedure in accordance with the Act on Public Procurement in the Water, Energy, Transport and Postal Services Sectors. In a negotiated procedure, the contracting entity publishes a notice of procurement, in response to which all interested suppliers may request to participate. The contracting entity negotiates the terms of the procurement contract with the suppliers it selects. According to the preliminary schedule, the invitation to tender is intended to be published at the end of 2026 or at the beginning of 2027. The preliminary schedule for the procurement and implementation phase is described in the appendix to the request for information (Annex 2). REQUEST FOR INFORMATION Junakalusto Oy invites suppliers interested in the procurement to provide information and views regarding the forthcoming tendering procedure and to participate in supplier-specific market dialogues. The questions to which responses are requested in this request for information are set out under the heading “Other terms of the call for tenders”. Junakalusto Oy will treat the responses as confidential. MARKET DIALOGUE Junakalusto Oy invites you to present your company, solutions and recent references in supplier-specific market dialogues.
