Overview

The Norwegian Police Shared Services (Norwegian abbreviation PFT) issues this Request for Information (RFI) on behalf of the Norwegian Police. The purpose of the survey (RFI) is to gain knowledge about products and solutions for issuing passports and ID cards as a preparation for upcoming procurement(s) related to passports and ID Cards. Our goal is to deliver high quality, secure, and efficient passport and ID card services to the general public, and also users within the Police, the Ministry of Foreign Affairs, and the Directorate of Immigration (UDI), on a permanent basis. We aim to continue to issue passports and ID cards with high international credibility, to further reduce the risk of identity theft and fraud, and prevent the issuance of documents to the wrong person, minimize the risk of inadequate governance and control throughout the entire lifecycle of the documents, further develop an efficient passport authority with high-quality processes and products, ensuring compliance with regulations (such as the Norwegian Passport Act and ID Card Act and more) and our international obligations (such as ICAO Doc 9303 and ISO-standard 7501 and ISO-standard 14298, Council Regulation (EC) No 2252/2004 and Council Regulation (EU) 2025/1208 and more), and ensure that these services are user-friendly for the population.
