REQUEST FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANT Republic of Turkey Türkiye: Education for Job Market Readiness Project (E4J) P510381 Loan No. 98940-TR Assignment Title: Procurement of Individual Consultancy Services for Project Implementation Support Assignment: Financial Management Specialist Reference No.: CS-C3.2-Y16 The Republic of Türkiye has obtained a loan from the International Bank for Reconstruction and Development (IBRD – World Bank) to finance the expenditures under the Türkiye: Education for Job Market Readiness Project (P510381). A portion of the proceeds of the loan will be used for payments for the consultancy services to be procured under the Project. The Türkiye: Education for Job Market Readiness Project (E4J) aims to strengthen learning environments that support students' acquisition of priority skills, to support the professional development of teachers, and to ensure more effective participation of the private sector in education processes. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) (published in July 2016 and updated in November 2017 and August 2018) setting forth the World Bank’s policy on conflict of interest (https://thedocs.worldbank.org/en/doc/c84273d1b230aeb2b0b8134de5dc8cd7-0290012025/original/Procurement-Regulations-7th-Edition-Sep-2025.pdf). Consultants will be selected in accordance with the Approved Selection Methods for Individual Consultants set out in the Procurement Regulations. The contract will be signed between the Directorate General of Innovation and Educational Technologies YEGITEK and the Consultant.
