Overview

Parallel framework agreements for identity design. The contract will be awarded in accordance with the negotiated procedure. The procurement is divided into four categories: General brand management and designDesign for digital product and service developmentTV design and linear moving design Insights in brands in a global context Suppliers can submit tenders for one, several or all categories. The framework agreement will come into force when it is signed by both parties and it will be valid for 2+1+1 years.

The framework agreement and each category ́s estimated and maximum value: The total estimated value for the entire framework agreement over the maximum length of the agreement is estimated to approx. NOK 16.5 million excluding VAT, divided in the four categories: - General brand management and design - NOK 5 million excluding VAT. - Design for digital product and service development - NOK 6 million excluding VAT. - TV design and linear movable design - NOK 4 million excluding VAT. - Insight into brands in a global context - NOK 1.5 million excluding VAT. The stated estimates are only a guideline and are based on historical figures and are not a prognosis or guarantee for future volume. The assignment volume is, in its nature, unpredictable and will be controlled by a changing task landscape. The actual call-off on the framework agreement and the weighting of resource use between the different categories will largely depend on which strategic commitments will be prioritised going forward, as well as ongoing needs and future budget resolutions. The contracting authority is therefore not bound to a specific assignment volume and does not provide any guarantee for a minimum withdrawal during the agreement period, either in total or per category. The tenderer carries the full risk that the actual call-off may be lower than estimated. The total maximum value of the framework agreement over the maximum length of the agreement is NOK 20.65 million excluding VAT, divided in the four categories: - General brand management and design - NOK 6.25 million excluding VAT. - Design for digital product and service development - NOK 7.5 million excluding VAT. - TV design and linear movable design - NOK 5 million excluding VAT. - Insight into brands in a global context - NOK 1.9 million excluding VAT. Selection for stage 2 and clarification of framework agreement places: Tenderers who fulfil the qualification requirements will choose up to 10 unique tenderers who will be invited to submit a tender, if there are a sufficient number of qualified tenderers. In order to ensure real competition within all four categories, the aim is that each category is covered by a minimum of 3 qualified tenderers. If it is necessary to achieve a minimum of 3 tenderers within a specific category (for example, due to a low degree of overlap between suppliers), the contracting authority can expand the total number of invited unique tenderers beyond 10. The selection will be based on an assessment of which tenderers best fulfil the qualification requirements connected to the tenderer ́s technical and professional qualifications, cf. The competition description point 6.4. At the selection, the contracting authority will emphasise ensuring a composition of tenderers who ensure sufficient competition and competence coverage within all four of the categories in the competition. The contracting authority can select tenderers who specialise in individual categories based on the assessment up to point 6.4 in order to ensure this. The contracting authority shall enter into a parallel framework agreement with two tenderers in each of the four categories. This involves a total of eight contract places in the procurement. Conditions for awarding without negotiations: The contracting authority reserves the right to award the contract without negotiations, cf. § 23-7 (5).
