Overview

Westminster City Council (WCC) and the Royal Borough of Kensington and Chelsea (RBKC) are considering options for the re-procurement of their Passenger Transport Minibus services. This preliminary market engagement will help the Councils determine the most appropriate procurement model, lot structure and commercial arrangements. The current service provides transport for children and adults with Special Educational Needs and Disabilities (SEND) across WCC and RBKC. It currently operates approximately 45 children’s routes and 7 adult routes across the Bi-Borough, providing transport to schools, colleges, day centres and other community settings. The estimated annual spend is approximately £3 million.

Procurement Act 2023

Westminster City Council (WCC) and the Royal Borough of Kensington and Chelsea (RBKC) are undertaking preliminary market engagement to inform the future re-procurement of their Passenger Transport Minibus Services. As part of this engagement, interested providers are invited to complete a questionnaire and provide feedback on the proposed service and commercial approach. Responses will help the Councils understand market capacity and interest and inform the development of the procurement strategy, including the procurement model, lot structure and key commercial arrangements. Participation in this preliminary market engagement does not form part of any future procurement process and will not provide any advantage or disadvantage to providers in any subsequent competition.
