Open procedure
Appointment: Suppliers were evaluated and ranked independently for each Lot. On Lots 1 and 2, the highest-scoring supplier is the Primary Supplier and the other appointed suppliers are Secondary Suppliers. On Lot 3, all suppliers meeting the minimum requirements were appointed. Award of call-off contracts: Lots 1 and 2: a Participating Authority may award a call-off contract without competition under section 45(4) of the Procurement Act 2023: - to the Primary Supplier for the Lot; or - to a Secondary Supplier where: the relevant supplier provides an innovative, bespoke technology, service or solution that the Primary Supplier or other Secondary Suppliers are unable to provide and which the Contracting Authority or Participating Authority stipulates as a requirement for their contract delivery; or the requirements of the Contracting Authority or Participating Authority for a Call-Off Contract prioritise a specific qualitative aspect for which the Primary Supplier failed to score the highest during the procurement process for the Framework Agreement. In this instance, the Contracting Authority or Participating Authority may elect to award without competition to the Secondary Supplier which scored highest during the procurement process for that specific qualitative aspect. When relying on this ground, the Contracting Authority or Participating Authority may consider the scores achieved by Primary and Secondary Suppliers in one or more quality categories in the award criteria, but not individual questions or individual components of multi-part questions. Alternatively, a call-off contract may be awarded following a competitive selection process under section 46 among all suppliers on the Lot capable of meeting the requirement. Lot 3: call-off contracts are awarded following a competitive selection process under section 46 among all Lot 3 suppliers capable of meeting the requirement. Award without competition is not available on Lot 3.
