Republic of Maldives Digital Maldives for Adaptation, Decentralization and Diversification (D’MADD) Project (P177040) Grant No: E047-MV Assignment Title: Consultancy Services for Data Schema Development, Data Cleaning, and Data Preparation for Climate-relevant Data for the Maldives Data Exchange Platform Reference No.: MV-MoECCT-DMADD-578980-CS-QCBS The Government of Maldives (GoM) has received financing from the World Bank toward the cost of the Digital Maldives for Adaptation, Decentralization and Diversification (D’MADD) Project, and intends to apply part of the proceeds for consulting services. The Consulting Services (“the Services”) are to engage an experienced and qualified consulting firm (“the Consultant”) to develop data schemas, clean data, and prepare climate-relevant data for integration into the Maldives Data Exchange (MDX) Platform. The Ministry of Homeland Security, Labour and Technology (MoHSLT) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: At least five (5) years of relevant experience in data management, data engineering, interoperability, data architecture, software development, or related fields. Experience in data standardization, data modelling, data cleaning, and data quality management. Demonstrated experience in developing data schemas and metadata. Experience in data integration or data exchange platforms. Experience working with government institutions or large organizations. Experience in interoperability and data-sharing initiatives. Key Experts will not be evaluated at the shortlisting stage. However, Firms are required to clearly state the proposed position for each Key expert proposed. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition dated November 2020 (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
