SOKOTO STATE PROJECT IMPLEMENTATION UNIT REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Selection of Consulting Firms — Consultant Qualification Selection (CQS) Country: Federal Republic of Nigeria Project: Sustainable Power and Irrigation for Nigeria (SPIN) Project Credit No.: IDA-76370 Assignment Title: Consultancy Services for the Detailed Design Review for the Rehabilitation of the Kware Irrigation Scheme, Kware, Sokoto State Reference No.: NG-SOKOTO STATE SPIN-572874-CS-CQS Procurement Process: Selection of Consultants — CQS (Firm) 1. Background The Federal Government of Nigeria, with financing from the World Bank, is implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project to strengthen dam safety, improve water resource management, and expand irrigation infrastructure across participating states. The Project builds on the Transforming Irrigation Management in Nigeria (TRIMING) Project and aims to rehabilitate approximately 40,000 hectares of irrigated command areas nationwide while improving dam safety and water storage management across Nigeria's dams. The Kware Irrigation Scheme, located in Kware Local Government Area, Sokoto State, was originally constructed in 1954 and derives its water supply from Kware Lake, formed by the Kware Water Conservation Structure. An Update Design Report (May 2026) proposes extending the Scheme by 500 hectares net cultural command area (550 hectares gross) through rehabilitation of the reservoir, intake works, canal network, and associated hydraulic structures. An independent technical review of the Engineering Design Report and Bill of Engineering Measurement and Evaluation (BEME) classified the submission as requiring significant revision, citing unresolved technical, cost, and economic viability concerns, including incomplete construction drawings, an unsubstantiated increase in the height of the Water Conservation Structure, a unit cost significantly above the World Bank benchmark, and a negative economic return. The Sokoto State Ministry of Agriculture and Natural Resources, through the SPIN Project Implementation Unit (the "Client"), now wishes to engage an independent Consulting Firm to undertake a comprehensive Detailed Design Review to bring the Scheme to a bankable, cost-effective, and economically viable standard suitable for World Bank financing. 2. Objective and Scope of Services The objective of the assignment is to undertake a comprehensive, independent Detailed Design Review of the Kware Irrigation Scheme Update Design, in order to verify, validate, complete, and, where necessary, revise the engineering design, cost estimates, and economic analysis, delivering a technically sound, cost-optimized, and economically viable rehabilitation design ready for implementation. The Scope of Services includes, but is not limited to: Review and verification of topographic, hydrological, geotechnical, and soil investigation data, including supplementary field surveys where gaps exist; Independent hydraulic and structural review of the Water Conservation Structure, intake structure, protective dyke, and reinforced concrete irrigation delivery sump, and preparation of a Dam Safety Review and Dam Safety Management Plan; Review of the canal network, hydraulic structures, and drainage design, and preparation/reconciliation of complete construction drawings (AutoCAD and PDF); Review, verification, and reconciliation of the Bill of Engineering Measurement and Evaluation (BEME), inclusive of VAT and appropriate contingencies, and value engineering to approach the World Bank benchmark unit cost of USD 8,000/ha; Update of the economic and financial analysis (NPV, IRR, benefit-cost ratio, sensitivity analysis) with measures to achieve a positive economic return; Review and strengthening of institutional arrangements for Water Users Associations and Participatory Irrigation Management, incorporation of domestic/livestock water access and canal protection measures, and confirmation of compliance with World Bank Environmental and Social Standards; Climate resilience assessment, asset management planning, construction methodology and procurement-readiness review, and preparation of an Operation and Maintenance Framework. The full Terms of Reference (TOR) describing the detailed scope, methodology, deliverables, and reporting requirements will be provided to shortlisted firms. 3. Duration of the Assignment The assignment is expected to be completed within a total period of fourteen (14) weeks from the date of commencement. 4. Qualification Requirements The Client now invites eligible consulting firms ("Consultants") to indicate their interest in providing the above-described services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are as follows: General experience of the firm in irrigation, dam/water conservation structure design, and design review assignments, with a minimum of ten (10) years' relevant corporate experience; Specific experience of the firm in at least three (3) similar assignments (detailed design, design review, or rehabilitation design of irrigation and/or dam/water conservation infrastructure) completed within the last ten (10) years, of comparable scope and complexity, preferably in Nigeria or West Africa, including at least one assignment financed by the World Bank or another multilateral development bank; Demonstrated capacity to field a multi-disciplinary team covering, at a minimum: irrigation/dam engineering, hydraulic and structural engineering, hydrology and water resources, geotechnical engineering, quantity surveying/cost engineering, agricultural economics, institutional/Participatory Irrigation Management, environmental and social safeguards, and digital engineering/GIS; Sound financial standing and availability of key professional, technical, and administrative staff and resources to carry out the assignment within the stipulated timeframe; Evidence of compliance with World Bank Environmental and Social Framework requirements on prior similar assignments, where applicable. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In the case of a joint venture, all members shall be jointly and severally liable for the entire assignment, and the Expression of Interest shall clearly identify the lead firm and the roles of each member. 5. Submission Requirements Interested Consultants should submit the following information: A letter of expression of interest; Company/firm profile, including registration/incorporation documents and evidence of legal status; Description of similar assignments undertaken in the last ten (10) years, indicating client name, contract value, duration, funding source, and a brief description of services provided; Organisational chart and an indicative list of key professional staff available for the assignment, with a summary of their qualifications (detailed CVs are not required at this stage); Evidence of financial capacity (e.g., audited financial statements for the last three years or a statement from a recognised financial institution); and A statement confirming the firm's (and any joint venture partners') eligibility and absence of conflict of interest, in accordance with the World Bank's Procurement Regulations for IPF Borrowers. Attention of interested Consultants is drawn to paragraph 3.14, 3.16, 3.17 and Annex VI of the World Bank Procurement Regulations for IPF Borrowers (Fifth Edition, September 2023, or the edition applicable to the Financing Agreement), setting out the World Bank's policy on conflict of interest. 6. Selection Method A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers. A shortlist of approximately four (4) firms will be prepared from the Expressions of Interest received, and shortlisted firms will subsequently be invited to submit technical and financial proposals through a Request for Proposals (RFP). 7.
