SOKOTO STATE PROJECT IMPLEMENTATION UNIT REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Selection of Consulting Firms — Consultant Qualification Selection (CQS) Country: Federal Republic of Nigeria Project: Sustainable Power and Irrigation for Nigeria (SPIN) Project Credit No.: IDA-76370 Assignment Title: Consultancy Services for the Preparation of a Resettlement Action Plan (RAP) for the Rehabilitation of the Kware Irrigation Scheme, Kware, Sokoto State Reference No.: NG-SOKOTO STATE SPIN-572043-CS-CQS Procurement Process: Selection of Consultants — CQS (Firm) 1. Background The Federal Government of Nigeria, supported by the World Bank through the Federal Ministry of Water Resources and Sanitation, is implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project. The Project Development Objective is to improve water security in Nigeria by enhancing the management and resilience of water resource infrastructure, increasing water availability for irrigation and hydropower, improving dam safety, and promoting institutional collaboration for climate-resilient food and energy production. This assignment relates to Components 2 (Irrigation Modernization) and 3 (Improvements in Dam Operations and Enhancing Dam Safety) of the Project. The Kware Irrigation Scheme, in Kware Local Government Area of Sokoto State, spans approximately 500 hectares within a broader 10,000-hectare irrigation zone supplied by the Kware–Shalla Dam. An Environmental and Social Screening exercise conducted in 2025 classified the Scheme as Category A (High Environmental and Social Risk), with High social sensitivity driven by the proximity of the Giro community to the dam, flood risk to surrounding communities, and the potential for physical or economic displacement during rehabilitation. The SPIN Project target is full rehabilitation and operationalisation of 600 hectares, with planned works including raising of the dam embankment by one metre, construction of a spillway control well, a second (emergency release) pipeline, and rehabilitation of the main and distributary canal network. Given the scale and nature of these works, a site-specific Resettlement Action Plan (RAP) is required, consistent with the disclosed SPIN Resettlement Policy Framework (RPF), World Bank Environmental and Social Standard 5 (ESS5) on Land Acquisition, Restrictions on Land Use and Involuntary Resettlement, and the Nigerian Land Use Act. The Sokoto State Ministry of Agriculture and Natural Resources, through the SPIN Project Implementation Unit (the "Client"), now wishes to engage a qualified firm to prepare the RAP. 2. Objective and Scope of Services The objective of the assignment is to identify potential physical and economic displacement risks and impacts associated with the rehabilitation of the Kware Irrigation Scheme, and to prepare a comprehensive, site-specific RAP that avoids, minimises, mitigates, and manages displacement and livelihood impacts, in compliance with the Nigerian Land Use Act and World Bank ESS5. The Scope of Services includes, but is not limited to: Review of project documents, engineering designs, and applicable national legal frameworks, with a gap analysis between Nigerian law and ESS5 and proposed bridging measures; A 100% census and detailed socio-economic survey of Project Affected Persons (PAPs), disaggregated by sex, age, and vulnerability status, and a 100% inventory of affected assets (land, structures, crops, trees, and common property); Establishment of a formal cut-off date, supported by public notification, and use of GPS, GIS, and satellite imagery in asset surveys and mapping; Preparation of an Entitlement Matrix and full-replacement-cost compensation rates, with particular attention to eligibility criteria that are advantageous to women and other vulnerable groups; Design of a detailed livelihood restoration framework, including vocational training, income-generating activities, and special provisions for vulnerable groups; A stakeholder consultation and disclosure strategy, a site-specific Grievance Redress Mechanism, and measures to address impacts on host communities; A detailed, costed, and time-bound RAP implementation schedule linked to civil works milestones, institutional implementation arrangements, and a monitoring and evaluation framework, including provision for an independent RAP Completion Audit. The full Terms of Reference (TOR) describing the detailed scope, methodology, deliverables, and reporting requirements will be provided to shortlisted firms. 3. Duration of the Assignment The assignment shall not exceed eight (8) weeks from the date of contract signing. 4. Qualification Requirements The Client now invites eligible consulting firms ("Consultants") to indicate their interest in providing the above-described services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are as follows: The firm must be an Environmental and Social Management consulting firm with a minimum of five (5) years' work experience in projects requiring resettlement planning and implementation; Demonstrated working knowledge of the World Bank Environmental and Social Framework, particularly ESS5, gained through hands-on experience preparing and implementing Resettlement Action Plans in rural/agricultural settings, having prepared at least three (3) RAPs for World Bank-funded projects; Demonstrated capacity to field a multi-disciplinary team covering, at a minimum: social development/RAP specialism, land economics/valuation, socio-economic survey and census, livelihood and economic restoration, gender and GBV, engineering (for impact-footprint mapping), and GIS/mapping; Qualified and experienced staff in social safeguards, socio-economics, land valuation, livelihood restoration, and GBV/SEA/SH risk management, with excellent communication and report-writing skills; Sound financial standing and availability of key professional, technical, and administrative staff and resources to carry out the assignment within the stipulated timeframe. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In the case of a joint venture, all members shall be jointly and severally liable for the entire assignment, and the Expression of Interest shall clearly identify the lead firm and the roles of each member. 5.
