In particular, All Care demonstrated full ICoCA membership, submitted a comprehensive and detailed training and supervision concept, and offered significantly higher liability insurance coverage than required. Furthermore, All Care submitted the lowest-priced compliant tender, achieving the maximum score for the price criterion. These strengths resulted in the highest overall evaluation score.

Begründung des Zuschlagentscheides All Care hat sich in den Bereichen internationale Zertifizierungen, Schulung und Aufsicht sowie Haftpflichtversicherung deutlich von den anderen Bietern abgehoben. Insbesondere wies All Care eine Vollmitgliedschaft bei der ICoCA nach, legte ein umfassendes und detailliertes Schulungs- und Aufsichtskonzept vor und bot eine deutlich höhere Haftpflichtversicherungsdeckung als vorgeschrieben an. Darüber hinaus reichte All Care das preisgünstigste konforme Angebot ein und erzielte damit die maximale Punktzahl für das Preiskriterium. Diese Stärken führten zur höchsten Gesamtbewertung.
