Overview

A community-based dental sedation service providing assessment, treatment planning and conscious sedation for eligible children, young people and adults, supporting safe access to dental treatment closer to home.

This is a Provider Selection Regime Wales (PSR Wales) intention to award notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the decision-makers by 30th October 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales Competitive Process. Written representations during the standstill period should be submitted to: Marisa Riley by email to [email protected] Award decision-makers: Senior Primary Care Manager and Community Director for GDS. The tender evaluation was undertaken in accordance with the published evaluation methodology. Tender responses were assessed against Technical criteria (85%), which included two pass/fail requirements, and Social Value (15%). The higher weighting afforded to the technical criteria reflected the importance of the quality and suitability of the proposed service and the provider's ability to meet the required service specification. Social Value was weighted at 15%, recognising the importance of securing wider social value benefits alongside delivery of the core service. No providers were excluded from the procurement process. No conflicts or potential conflicts of interest were declared by the individuals involved in making the award decision. As no conflicts were identified, no conflict management measures were required. Information that has not been published is withheld under regulation 23(1), where applicable. (WA Ref:172069)

Cardiff and Vale University Health Board has completed a competitive process for the provision of a comprehensive community dental sedation service for eligible residents of Cardiff and the Vale of Glamorgan. This notice confirms the Health Board’s intention to award a contract under the competitive process, subject to completion of the applicable standstill period. This is an existing service, and the intended award is to the existing provider. The service provides assessment, treatment planning, conscious sedation and dental treatment for children, young people and adults who require sedation to facilitate dental care due to anxiety, disability, medical conditions or complex clinical needs. The provider will be responsible for delivering safe, effective and high-quality care, supported by robust clinical governance, quality assurance and patient safety arrangements. The service aims to improve access to dental treatment within a community setting, reduce reliance on hospital-based services and support the delivery of care closer to home. The service will also support patient experience, continuous improvement, workforce development, sustainability and wider social value outcomes. Subject to satisfactory completion of the standstill period, the contract is intended to commence on 1st November 2026 for an initial period of one year, with the option to extend for a further two years in 12-month increments. The intended maximum contract period is therefore 1st November 2026 to 31st October 2029, should both extension options be exercised.
