Open procedure

Award without competition: As detailed in Schedule 10 of the framework agreement, the contracting authority will first identify all suppliers appointed to the relevant Lot, value band and geographical area, where applicable, that are capable of delivering the requirement. Suppliers that are excluded, excludable where the authority exercises its discretion, no longer meet the applicable conditions of participation, are suspended from awards, or do not satisfy any project-specific conditions of participation may be removed from consideration. The contract will then be awarded using the objective selection mechanism stated in the Framework, which may include: • the supplier’s original Framework ranking; • a project-specific ranking produced by applying the Framework pricing model to the contracting authority’s requirements; • a project-specific ranking produced by refining the Framework award criteria and weightings within the permitted ranges; or • where the specified conditions are satisfied, a ranking based on suppliers’ performance against the Framework KPIs. In the limited circumstances stated in the Framework, direct selection may also be made where there is genuine and unforeseeable urgency, only one supplier can deliver for technical reasons. Award following competition: As detailed in Schedule 11 of the framework agreement, the contracting authority will identify all capable suppliers appointed to the relevant Lot or combination of Lots and remove suppliers that must, or may, be excluded in accordance with the Framework. All remaining capable suppliers will be invited to submit a Further Tender against the contracting authority’s defined requirements. Tenders will be assessed using some or all of the award criteria applied when the Framework was established. These may be refined within the parameters stated in the Framework. The process may include written tenders, presentations or demonstrations, site visits, dialogue, negotiation and additional tender stages, where these are proportionate and the procedure and evaluation methodology are stated in the Further Tender documents. The contract will be awarded to the supplier submitting the most advantageous tender. The price payable under Call-Off Contracts will be determined by reference to the following pricing models: Lot 1 – Responsive Repairs & Maintenance • Percentage adjustment against NHF SoR V8 • Base adjustment to NHF SoR V8 plus preliminaries, overheads and profit • Price per property/Price per void • Average order value Lot 2 – Void Property Improvement • Percentage adjustment against NHF SoR V8 • Base adjustment to NHF SoR V8 plus preliminaries, overheads and profit Lot 3 – Void Property Security, Clearance and Pest Control • Bespoke Schedule of Rates against lot specific specification Lot 4 – Disrepair Works • Percentage adjustment against NHF SoR V8 • Base adjustment to NHF SoR V8 plus preliminaries, overheads and profit Lot 5 – Contact Centre Service • Price per property - 24/7 service • Price per property - out-of-hours • Price per incoming call - 24/7 service • Price per incoming call - out-of-hours For Direct Selection, the price payable will be determined by reference to the Supplier's tendered rates and pricing schedules, subject to any permitted adjustments under the Framework Agreement. For Competitive Selection, the price payable will be determined by the successful Supplier's pricing submission.
