Overview

This is a market engagament excersise to find suitable operators who can lease the workspace at 300 Harrow Road.

Procurement Act 2023

Westminster City Council is exploring the appointment of an organisation, partnership or operator to occupy and manage the ground-floor commercial space at 300 Harrow Road. The aim is to create an affordable, welcoming and commercially sustainable place that supports small businesses, start-ups, local employment, skills and community activity. The Council is deliberately keeping the potential use of the overall space flexible. The premises benefit from an E Class designation, and the Council wants to hear practical and creative ideas for how the space could be used, managed and activated while meeting the affordable workspace obligations. • A flexible enterprise or affordable workspace offer for small and growing businesses. • A community-facing element, which could include food and drink, events, meetings, training or other compatible activity. • Business support, networking, mentoring, employment and skills opportunities. • A space that works with residents, local organisations. • A financially realistic operating model that can support the space over the proposed term. This EOI is intended to test market interest and gather feedback before the Council finalises the tender requirements. Responding will not commit you to bid, and it will not give any advantage in the later tender.
