Procurement Act 2023

Direct award A contract for the replacement housing management system, was awarded in July 2025. Implementation and configuration of the new solution are currently ongoing, with the system not expected to be fully operational until late 2027 at the earliest. The original implementation plan anticipated migration to the new platform by March 2027, which would have removed the need to retain the incumbent MRI One Housing system. However, due to revised implementation timescales, this migration cannot be achieved within the original timeframe. Conducting a further procurement exercise for the incumbent system would provide limited value and would not represent an efficient use of public resources, given that the replacement solution has already been procured and is in the process of being implemented. Any alternative solution would require additional procurement, implementation, migration, training and transition costs for a relatively short-term requirement, introducing unnecessary cost, risk and operational disruption. Additionally, MRI One Housing isn't available through third party resellers and is only available from MRI Software themselves. The proposed direct award therefore enables continuity of service while the Authority completes the transition to the replacement system already under contract.
