Overview

To support the Maritime Engineering HQ in maintaining safe, defensible and auditable maritime maintenance arrangements across authorised Royal Navy, Royal Fleet Auxiliary, submarine, surface-ship and shore-establishment environments. The requirement covers enduring Reliability Centred Maintenance (RCM) support, maintenance-management-system data stewardship, specialist maintenance advice, RCM training, auditing, Engineering Through Life Support (ETLS), RCM studies and controlled support to the transition from the Unit Maintenance Management System (UMMS) to the Defence Equipment Engineering and Asset Management System (DEEAMS).

Procurement Act 2023

Direct award The proposed contract is for the re-let of existing maritime governance and data support services during a live operational and digital transformation period. It is considered that the direct award of this contract is justified in accordance with Schedule 5, paragraph 7 of the Procurement Act 2023. A change in supplier during the transformation period would result in a materially different service outcome because the replacement supplier would need to recreate, validate and operate existing arrangements whilst supporting controlled migration to the new digital system. This difference would create disproportionate technical difficulties in operation, maintenance, assurance, data stewardship and transition for HM Ships, Submarines, Royal Fleet Auxiliary platforms and associated shore establishments. The Authority intends to compete the successor requirement in 2032, subject to successful completion and maturity of the transformation programme.
