This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 23:59 on 20th October 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Representations should be sent to [email protected] The Award Decision Makers will be: Associate Director of Commercial Services - HHFT and The Divisional Operations Director for Family and Clinical Support Services (FCCS) Division - HHFT No Conflicts of Interest were declared by decision makers for this procurement and as such, no mitigations have been proposed or implemented as part of the final Conflicts Assessment. 1. Relative Importance of the Key Criteria In accordance with Regulation 5 and Direct Award Process C of the Regulations, Hampshire Hospitals NHS Foundation Trust assessed the service against the five statutory key criteria, establishing their relative weighting as follows: Primary Importance: Quality and Innovation Integration, Collaboration, and Service Sustainability Secondary Importance: Value Supporting Importance: Improving Access, Reducing Health Inequalities, and Facilitating Choice Social Value 2. Rationale for the Relative Importance of the Key Criteria Quality and Innovation & Integration, Collaboration, and Service Sustainability (Primary): The contract provides 24/7 on-site medical cover delivering Level 1 enhanced clinical care, immediate first-line emergency care, airway management, and acute resuscitation for inpatients at The Candover Clinic. Clinical safety, continuous 100% rota compliance, verified resuscitation accreditations (ALS and EPALS), and robust GMC medical appraisal oversight are critical to core hospital operations. Because resident doctors are integrated directly into acute multidisciplinary workflows-working day-to-day alongside Trust consultants, ward nursing teams, and pharmacy-operational familiarity and zero transition risk were given paramount weighting. Value (Secondary): A high level of importance was placed on cost certainty and commercial sustainability. Securing a fixed commercial structure across the 24-month term provides strict budget control and protects the Trust against exposure to volatile, premium off-framework locum agency spend to cover rota vacancies. Access, Reducing Inequalities, Choice & Social Value (Supporting): These criteria represent fundamental operational standards but remain subsidiary to direct clinical safety. Patient choice of provider is not clinically applicable to an on-site, single-provider managed emergency resident medical rota. Social value is addressed through adherence to national NHS Net Zero Supplier Roadmap requirements. 3. Rationale for Choosing the Provider with Reference to the Key Criteria Hampshire Hospitals NHS Foundation Trust is satisfied that the incumbent provider, NES Holding UK Ltd, delivers the service to a sufficient standard, is likely to continue satisfying the requirements, and that the proposed contract is not changing considerably (the £426,480 lifetime value is substantially below the £500,000 threshold and the service is identical in character): Quality and Innovation: NES Holding UK Ltd consistently achieves all contractual KPIs and maintains 100% rota compliance. Every assigned resident doctor holds a minimum of 6-12 months of prior UK clinical practice alongside verified, active ALS and EPALS certifications. Governance and annual appraisals are managed under the provider's GMC Designated Body status. Integration, Collaboration, and Service Sustainability: Assigned resident doctors are integrated into the hospital's clinical multidisciplinary teams, clinical governance structures, and incident reporting processes (Datix). The provider manages all recruitment, credentialing, training, and sick-leave backfill, maintaining an active reserve of compliant medical personnel to guarantee uninterrupted service continuity. Value: The contract secures fully fixed commercial terms for the entire 24-month duration, preventing unpredictable locum agency costs for out-of-hours rota cover. Awarding to the incumbent avoids the substantial clinical induction, HR onboarding, and administrative expenditures required to mobilise a replacement provider cohort. Improving Access, Reducing Health Inequalities, and Facilitating Choice: Continuous on-site medical cover maintains inpatient clinical stability and rapid first-line resuscitation at The Candover Clinic, supporting efficient elective admissions and protecting acute Trust capacity. Social Value: NES Holding UK Ltd maintains a board-approved Carbon Reduction Plan aligned with NHS Net Zero targets, holds ISO 9001:2015 quality management accreditation, and has formally appointed an executive Net Zero Corporate Champion.

HHFT intend to award a contract to the existing provider of these services following the Direct Award Process C under the Health Care Services (Provider Selection Regime) regulations. It is intended that the service will commence on 1 Nov 2026 and continue until it expires on 31 Oct 2028 (2 year duration). The expected lifetime value of this contract would be £426,480.00
