Overview

A competitive flexible procedure is to be used to create an approved List of Residential and Nursing Homes.

Procurement Act 2023

Light touch

The proposed commissioning model has been shaped through extensive engagement with care home providers, carers, DDICB, adult social care, brokerage, finance and other local authorities. Provider feedback supported the proposed care categories and levels, and highlighted the need for clear processes around fees, notifications and provider expectations. Carer engagement informed clearer respite care standards and expectations. DDICB collaboration helped develop and test service standards, training, workforce and residential/nursing care requirements. Internal Council engagement identified operational and contractual issues addressed by the new model. Benchmarking with other local authorities, alongside Council expenditure analysis, informed the proposed fee structure and dementia care premiums. Engagement will continue through implementation, including ongoing communication with providers through the local care association and direct engagement with the market. Further engagement with internal teams and the ICB will support implementation and the development of the commissioning model over time. The proposed model was considered and approved by the Council's Cabinet on 7th October 2026 - see https://democracy.derby.gov.uk/Meetingscalendar.aspx Any other organisations/providers/carers/customers who wish to comment on the proposed model are asked to do so no later than Friday 16th October 2026.
