Direct award The Authority requires ongoing maintenance and support of an existing proprietary system that is integral to the operation of the estate. The system software, specialist tooling, and technical documentation are owned and controlled by the OEM. Access to source code, configuration rights, software updates, manufacturer support, and replacement parts is restricted to the OEM . Accordingly, competition is absent for technical reasons and the contract can only be performed by the incumbent OEM supplier.
