Procurement Act 2023
Below threshold - open competition
For each Lot, the three highest‑scoring Suppliers will be appointed to the Framework and ranked according to their overall evaluation score, comprising both Quality and Price elements of the ITT response. Suppliers will be ranked as follows: Rank #1 - The Supplier achieving the highest overall score. Rank #2 - The Supplier achieving the second-highest overall score. Rank #3 - The Supplier achieving the third-highest overall score. Only the three highest-scoring Suppliers for each Lot will be appointed to the Framework. It is envisaged that most projects will be allocated following a mini competition. Specifications and designs will be provided to the relevant framework providers to enable them to prepare their tender price. Any interested framework provider must arrange and complete a site survey prior to submission of their tender. Unless otherwise stated, mini competitions will be evaluated on a price-only basis, with a weighting of 100% for price. Following evaluation of the tenders after the deadline date, and once we can confirm that all funding and third-party permissions are in place for the works, we will notify all bidders of the outcome of the mini competition. At our absolute discretion and by exception, projects may also be allocated by direct appointment. Examples of when direct appointment methodology might be used include urgent projects that are time sensitive; low value projects where a mini competition is not economically feasible; and where specific instruction is received from the householder where we are acting as their agent for a privately funded project. Direct appointments will be made to the contractor ranked number one. Where the first-ranked supplier is unable to accept the project, the Council may offer the project to the next highest-ranked supplier. This process may be repeated. Where the householder has requested the appointment of a specific supplier and the Council is acting solely as the householder's agent, the Council may directly appoint the requested supplier, provided that the supplier has confirmed they are available and willing to deliver the works.
