Direct award The cost of change to potentially swap all circuits to another provider is a significant undertaking which is not proportionate to potential commercial savings if a tender exercise were undertaken. This is due to a high proportion of the applicable sites being situated in high population areas which would pose a significant impact to time, cost and operational disruption to install new circuits. Independent benchmarking exercises have been undertaken to ensure value for money and cost efficiencies in this extension of services.
