The Commission for Regulation of Utilities (CRU) was established in 1999 and operates within a policy and statutory framework set by Government and has responsibility for economic regulation and customer protection in the energy and water sectors and regulation of energy safety. The CRU Water Division performs its functions as Uisce Eireann’s economic regulator through various programmes of work. The Revenue Strategy and Governance (RSG) team, within the CRU’s Network and Economic Regulation Division is responsible for conducting the revenue control process, including RC4 and Decisions related to it. It also has responsibility for overseeing its full implementation. Economic and technical support is required to support the water division with the delivery of Uisce Eireann’s Revenue Control 4 (RC4) and the implementation of RC4. These are parallel workstreams to provide full implementation of RC4 and Economic Regulatory oversight of Uisce Eireann (UE). The contract includes 2 closely related work packages (referred to herein as Work Packages 1 and 2, or WP1 and WP2). The deliverables will be mostly based on fixed fee items, with drawdown items for contingency and ad hoc work under each work package. The duration of the contract will be 2 years with possibility to extend the contract by up to 2 years. The work packages under this contract will include the following: Work Package 1 – RC4 National Development Plan (NDP) and Opex Reopener; and Work Package 2 – RC4 and NDP Regulatory Framework Implementation.
