The Client seeks the execution of the Works described below to reconstruct the bridge at km 41+040 of the public road of national importance M-15 Odesa–Reni (toward Bucharest), located in Odesa region The design documentation provides for the rehabilitation and strengthening of the road embankment under terrain of complexity of Category I-b and II, with a total length of 742.86 m (right carriageway). The designed total length of the bridge is 216.65 m. This section is located in the village of Mayaki, Mayaki Territorial Community, Odesa district of Odesa region on the route to the Ukrainian-Moldavian border. The public road of national importance M-15 Odesa–Reni (toward Bucharest), with a total length of approximately 295 km, is designated as an international road in accordance with the Resolution of the Cabinet of Ministers of Ukraine of 30 January 2019. The M-15 forms an integral part of Pan-European Transport Corridor IX and the international TRACECA corridor, constituting a key transport axis facilitating international freight and passenger movement between Ukraine, the Republic of Moldova and Romania (the EU).

Open procedure. The qualification criteria for the period of January 2020 - December 2025. Financial Situation: 1. Average Annual Revenues - A Participant’s minimum average annual revenues for the given period of time shall be equivalent to: EUR 20 million (twenty million) or equivalent. 2. Specific Experience - Experience in execution the following specific activities and works executed during the period stipulated above, a minimum experience in the following key activities in any consecutive 12 months: 1. laying of crushed-stone base 1 400 m3; 2. laying of asphalt-concrete pavement 3 750 m2; 3. construction of artificial structures: - construction of reinforced concrete structures 2 600 m3; - construction of bridge metal structures 530 t; 4. Earthworks 11 500 m3. 3. General Experience - A Participant shall demonstrate experience as a contractor (in any role), in the execution of: Option1: - a minimum of 3 (three) contracts, that have been substantially completed, each with a value of works implemented by the Participant, of at least 10 000 000 (ten million) euros or equivalent; or Option 2: - less than 3 (three) contracts with the stated minimum value of 10 000 000 (ten million) euro, but the contracts with total value equal or more than EUR 30 000 000 (thirty million) euros or its equivalent, that have been successfully and substantially completed. 4. Management Experience - Experience as a main contractor or a lead partner in a JVCA in the execution at least 2 (two) contracts with a value equivalent of at least: EUR 10 000 000 (ten million) or equivalent, that have been successfully and substantially completed. The similarity is based on the nature, complexity, methods/technologies used or other key characteristics of the Contract, as described in Section VI "Requirements". Time for Completion of the Works - 548 days including preparatory work. Defects Notification Period – 365 days. The Project shall be implemented in accordance with the EIB Environmental and Social Sustainability Framework (2022) and the ten thematic EIB Environmental and Social Standards, available at: https://www.eib.org/en/publications/eib-environmental-and-social-standards. The Contractor shall be responsible for the proper execution and completion of the Works in accordance with the Contract, including but not limited to, the following: (i) planning, coordination and management of the Works, including proper allocation of responsibilities and tasks; (ii) obtaining all necessary permits and approvals with the assistance of the Employer, where required, including those to be obtained after the issuance of Taking-Over Certificate; (iii) compliance with the Contract Drawings and Specifications; (iv) ensuring the Materials, Plant and workmanship comply with the quality and standards required under the Contract; (v) carrying out all tests, inspections, measurements, analyses and investigations necessary for the execution of the Works, including environmental and social issues; (vi) compliance with all fire, technical and environmental safety requirements, and ensuring the health and safety of all personnel on Site in accordance with Applicable Laws; (vii) the organisation of the Site and the Works, and the preparation, maintenance and submission of as-built records in accordance with the Contract; (viii) compliance with all instructions issued by the Engineer; (ix) implementation of the Traffic Safety Plan, including procedures for the safe operation of vehicles on public roads, in accordance with the Contract and Applicable Laws.
