Gjerstad municipality shall enter into framework agreements for winter maintenance on municipal roads. The framework agreement is for the hire of tractors and possibly other machines with drivers for snow clearing and clearing municipal roads/open spaces. Winter operations mainly comprise routine operational assignments, stand-by assignments and reports to the contracting authority. The term operational assignments includes snow clearing and gritting of roads, car parks and foot paths/pavements etc. Framework agreements shall be signed for winter maintenance which consists of a fixed part (stand-by allowance) and a variable part (snow clearing, gritting etc.).
