Public Procurement Regulations § 7-9 In this procurement, no award criteria have been set pursuant to FOA § 7-9 (2). Security services primarily consist of professionally qualified personnel tasked with safeguarding the safety of individuals (users, visitors, employees, etc.) and areas/buildings. This includes both stationary and mobile services, where mobile services also involve rapid response and alarm handling. The core service in security services is the labor performed by the individual security guard. At the same time, the use of vehicles is required for several of the security services requested under this framework agreement, which entails a climate footprint and environmental impact. In Kristiansand Municipality’s assessment, it clearly provides a better climate and environmental effect to require the use of zero-emission vehicles, cf. FOA § 7-9 (4).
