Nos termos da alínea a) do n.º 2 do artigo 46.º-A do Código dos Contratos Públicos, a decisão de não proceder à contratação por lotes fundamenta-se no facto de que as prestações abrangidas pelo objeto do contrato são técnica e funcionalmente incindíveis. A separação do objeto em lotes comprometeria a coerência técnica e a operacionalidade dos serviços e a eficiência da sua implementação, causando graves inconvenientes para a entidade adjudicante.
