This document is not a contract notice or a call for tenders, but a market consultation in accordance with Section 65 of the Finnish Procurement Act, carried out by the contracting authority (also "HUS Group" and "Client") as described in this request for information. The purpose of this request for information is to clarify issues related to the procurement referred to in the title. The objective of the request is to obtain comprehensive information on the subject matter of the procurement in order to support the preparation of the procurement, so that any potential competitive tendering procedure can be conducted in the most appropriate manner possible. The contracting authority does not commit to carrying out the procurement. Decisions on whether to initiate a possible procurement process will be made after the market consultation. Summary of the description of the procurement: The HUS Group requests tenders for a large cancer panel test (also "product") for HUS Diagnostic Center. Laboratory of Genetics at HUS (Helsinki University Hospital) Diagnostic Center is an SFS-EN ISO 15189:2022 accredited laboratory providing diagnostic genetic testing services to all patients at Helsinki and Uusimaa Hospital District. The services include analysis of both constitutional samples and malignancies. The laboratory provides sequencing services mainly using local sequencing capacity (Illumina NovaSeq 6000, NovaSeq X Plus, Ion GeneStudio S5 Prime equipment). The large cancer panel test is intended for detection of small nucleotide variants (SNVs), indels, gene fusions, copy number variations (CNVs), microsatellite instability (MSI), homologous recombination deficiency (HRD), and tumor mutation burden (TMB) relevant for the genetic profiling of solid tumor samples and/or hematological malignancies as well as plasma samples for cfDNA analysis. The procurement is divided into LOT A and LOT B: LOT A - This lot contains panels for solid tumors and hematological malignancies and analysis software. - This test is based on analysis of total nucleic acids (RNA and/or DNA) extracted from paraffin embedded specimens and/or fresh-frozen specimens - This lot includes an option for special panel for salivary gland tumors and an option custom panel. - The HUS Group will decide separately on the use of the option. LOT B - This lot contains panel for cell-free DNA and analysis software. - This test is based on analysis of cell-free DNA from plasma samples For more information please read the Appendixes.
Objectives of the Market Consultation As part of the preparation, the contracting authority will carry out a market consultation in accordance with Section 65 of the Finnish Procurement Act (1397/2016). The objective of the market consultation is to inform suppliers about the plans and requirements of the upcoming procurement. The contracting authority aims to engage in dialogue with suppliers so that the procurement can be carried out in an appropriate manner and the call for tenders is clear and enables the submission of comparable tenders. The market consultation will be implemented so that the contracting authority invites suppliers to register for participation in the market consultation. At the same time, suppliers are requested to respond to the questions included as an Appendix "Market Consultation Questionnaire" to this request for information. The questions may also include requests to submit advance material. The market consultation is intended to continue with the suppliers who have registered. If the contracting authority considers it necessary to discuss matters with suppliers orally, the meeting will be arranged via a remote connection (e.g. Teams). The appendices to this request for information include drafts of the most key appendices to the call for tenders. You are requested to familiarize yourselves carefully with the material and to respond to the questions presented in the appendix titled “Market Consultation Questionnaire.” Your responses will be used in the preparation of the procurement and in the finalization of the call for tenders and its appendices. All responses will be treated confidentially. Information will not be disclosed to other suppliers without written consent for disclosure, as specified in such consent. Process of the Market Consultation The market consultation is intended to be carried out as follows: - The contracting authority invites suppliers to register and to respond to the questions. - Suppliers submit their responses and comments to the contracting authority by the specified deadline. - The contracting authority continues the market consultation with the suppliers who have registered. - The method and duration of the market dialogues will be specified during the preparation of the procurement. - The contracting authority concludes the market consultation by publishing the contract notice and the call for tenders with their appendices. The language of the market dialogue is English. Preliminary Schedule - Market consultation implementation: 5/2026. - Finalization of the call for tenders, launch of the competitive tendering procedure, and publication of the contract notice: 6/2026. - Deadline for submission of tenders: 9–10/2026. - Procurement decision and signing of the agreement: 11–12/2026. - The detailed schedule of any competitive tendering procedure will be specified at the time of publication of the contract notice. Suppliers will have the opportunity to comment on the schedule as part of the market consultation. Participation in the Market Consultation - A supplier interested in participating in the market consultation must register its participation in the supplier portal (Tarjouspalvelu). - In connection with the registration, the supplier must provide its own information (e.g. trade secrets) in accordance with instructions to be given later. - Responding to the market consultation does not bind a potential supplier and is not a prerequisite for participation in the subsequent competitive tendering procedure. - Responding or not responding to the market consultation does not affect a potential supplier’s position in the actual competitive tendering procedure.
