Overview

NHS Surrey and Sussex Integrated Care Board has awarded contracts for the provision of Intermediate Minor Oral Surgery (IMOS) services for patients registered with dental practices in Surrey and eligible residents within Surrey, The services provide Level 2 Oral Surgery care for adolescents and adults, including dentally anxious and medically complex patients, with sedation services available where clinically appropriate. The procurement was divided into four lots covering Surrey localities and a county-wide sedation service. The contracts are intended to run until 31 March 2031, with the option to extend for up to two additional years. At point of advertisement, the Contracting Authority was NHS Surrey Heartlands Integrated Care Board (ICB). In April this year (2026) NHS Surrey Heartlands ICB and NHS Sussex ICB merged to form NHS Surrey and Sussex ICB. The awarding Contracting Authority is Surrey and Sussex and ICB and therefore, for ease of reference will be used throughout this notice. This process is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.

Direct Award Process A and Direct Award Process B were not applicable for these services. Oral Surgery services have not been recommissioned for ten years, the Specification required updating, additional services (sedation services) were required to be included and the scope of arrangements redesigned to achieve equity in commissioned activity. Due to changes to the nature of the contract(s) in respect of scope, requirements and value, Direct Award Process C was not undertaken and it was determined that a competitive process was the best route to market. The Most Suitable Provider process was not a viable option due to being unable to identify a single suitable provider and due to the anticipated market interest. Award decisions have been recommended by Surrey and Sussex ICB Deputy Chief Commissioning Officer and Surrey and Sussex ICB Director of Contracts and Procurement. The decision to award this contract in line with Competitive Process was based on evaluation against the basic selection criteria, which was assessed on a pass/fail basis, and the 5 key criteria, which were assessed on a 0-4 scale, with the below weightings. Quality & innovation - 45% Integration, Collaboration and Service Sustainability - 15% Improving access, reducing health inequalities, and facilitating choice - 25% Social Value - 10% Value (5%) Three declarations of potential conflict of interest were made via the conflict of interest process and recorded accordingly. Two were managed and mitigated accordingly and continued their involvement in the process. One evaluator was removed from the process; it was deemed the most appropriate course of action in light of the circumstances raised. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and The Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by [Add date (8 working days following publication of intention to award notice)]. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR. Written representations should be sent via Atamis (for bidders within the process) or to [email protected] for those outside of the process.
