Overview

Wirral Council (the "Council"), as the Contracting Authority, in partnership with Procure Partnerships Framework intends to let a National Developer Framework (the "Framework"). The Framework will have a maximum duration of four years and may be used to award contracts for public sector development requirements across all English Regions. The Framework is designed to provide Public Sector Contracting Authorities with access to suitably qualified Development Partners capable of supporting projects across the full development lifecycle, from master planning and securing planning permission through to design, construction, delivery and, where applicable, aftercare of completed assets. The Framework consists of 63 Lots, comprising 36 Development Agreement Lots (Lots 1-36) and 27 Joint Venture / SPV Lots (Lots 37-63), split across nine English regions and a series of value bands. Open procedure

Up to 8 Development Partners per Lot (a Development Partner may be appointed to more than one Lot). The number of Development Partners appointed to a Lot may increase only where two or more tenderers have tied scores and are jointly placed in the last position, or where a tenderer's final score is within 0.01% to 1.00% of the last awarded place. End-Users will award call-offs on the basis of either: Direct Award: where one of the objective direct award criteria is met, for example the Development Partner with the highest combined Lot score at Framework tender stage, or the lowest Pre-Construction %, Delivery % or Developer's Profit % for the relevant Lot. The full list of objective direct award criteria is set out in Appendix 6 (Call-off Methods) and Schedule 7 of the Framework Agreement. Express Competition: where the End-User requires a focused, time-efficient competitive evaluation on quality and commercials, comprising a maximum of three quality questions and an optional scored interview, and which may include an optional dialogue and/or negotiation stage. Further Competition: where the End-User requires a full competitive process using the complete suite of Framework Award Criteria, suitable for complex, high-value or long-term partnership schemes. This route may include an optional dialogue and/or negotiation stage. The commercial rates submitted in response to this Tender, and fixed for the full four-year duration of the Framework, cannot be exceeded or increased under the Express Competition or Further Competition process.
