This Contract Award Notice is also acting as a Modification Notice under Article 72 of 2014/24/EU Contract for Dublin Winter Lights Festival 2025 which was awarded under RFT 193107 Multi Party Framework Agreement For Supply, Installation, Maintenance, Removal and Storage of Lighting Illuminations and Associated Equipment.

A contract was awarded to Eventco Management T/A Eventco for the Dublin Winter Lights Festival 2025 at a value of €1,492,450 on 02/04/2025. The contract was awarded from RFT 193107 Multi Party Framework Agreement For Supply, Installation, Maintenance, Removal and Storage of Lighting Illuminations and Associated Equipment. The original 2025 contract (Order No. EDEV ACE/0012/2025) required Eventco Management Ltd to deliver the Dublin Winter Lights 2025 Festival for 2025 across 25 locations. Services included: • Installation of lighting infrastructure, projections and displays • Electrical connections, safety compliance and event coordination • Scheduled maintenance and monitoring • Takedown and removal post event • Storage of all equipment under framework terms Two modifications to the contract were required. Modification 1: Modification approved under Order No. EDEV EM/0010/2026 extend the festival into January 2026, covering: • GPO • The Spire • Millennium Bridge This required continued power supply, maintenance, site safety, staffing, technical operation and eventual removal following the extended display period. The modified procurement does not change the nature, scope category, technology, or service provider; it merely extends operational duration for selected installations. Value €75,000 Modification 2: The Smart Cities AR Experience is an ancillary and complementary enhancement to the existing Dublin Winter Lights Festival installations and is directly linked to infrastructure already supplied and operated under the original contract. It does not constitute a standalone or materially different service, and engagement of an alternative provider would have been impractical due to integration, coordination and health and safety requirements associated with live installations. The additional cost of €37,770 (ex. VAT) is proportionate, remains well below the 50% threshold, does not alter the nature or economic balance of the contract. Value €37,770 The need to extend the festival into January 2026 was contract award. The extension supports Brigit’s Weekend and provides continuity of illumination at key public locations. The additional works: • Do not alter the overall nature of the contract, which remains provision of lighting services; • Are strictly necessary as Eventco had already installed the equipment, and switching to a different operator would be impractical, unsafe and disproportionate; Both modifications are permitted under directive 2014/24/EU Article 72.1. Contracts and framework agreements may be modified without a new procurement procedure 1(b) for additional works, services or supplies by the original contractor that have become necessary and that were not included in the initial procurement where a change of contractor: (i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement; and (ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority. …. However, any increase in price shall not exceed 50% of the value of the original contract. Where several successive modifications are made, that limitation shall apply to the value of each modification. Such consecutive modifications shall not be aimed at circumventing this Directive.”
