Overview

Procurement of a Mass Communication Tool (MCT) and associated messaging services for Yorkshire Ambulance Service via the CCS G-Cloud 14 Framework. The contract has been awarded to Everbridge, via Softcat PLC, for an initial three-year term with an option to extend for a further 12 months. The solution will provide a secure, resilient and scalable platform to support rapid two-way communication during major incidents and business continuity events, replacing unsupported legacy communication tools and addressing a significant organisational risk while delivering the most advantageous combination of quality, functionality and value for money.

This project was originally initiated in 2022 but was subsequently paused due to funding constraints. Funding was secured through the 2025/26 business planning process, enabling the procurement exercise to recommence.

A competitive procurement process was undertaken, including supplier demonstrations and evaluation against predefined technical, social value, and commercial criteria. Evaluation was based on a weighted methodology of 60% technical (including social value) and 40% commercial, using the 5,506-user licence tier for comparison.

The final scores were:

Everbridge (Supplier A): 99.64%
BlackBerry (Supplier B): 93.15%

Whilst BlackBerry achieved a slightly higher technical score, Everbridge's significantly more competitive pricing resulted in the highest overall weighted score and therefore represents the Most Advantageous Tender.
