Het Nieuw Inkoop (en/of contractmanagement) Systeem (NIS) moet bijdragen aan de verdere professionalisering van de inkoopfunctie door een uniforme werkwijze en betrouwbare management-, verantwoordings- en stuurinformatie mogelijk te maken. Hiermee wil de gemeente meer inzicht verkrijgen in contracten, leveranciers, inkoopuitgaven, risico's en prestaties en beter kunnen sturen op rechtmatigheid, doelmatigheid en beheersing van de inkoopfunctie.
