Overview

Investitionsbank Schleswig-Holstein (IB.SH), acting as Managing Authority/Joint Secretariat of the EU funding Programme Interreg Baltic Sea Region, hereby invites full-service marketing agencies to submit an offer for marketing and hosting and maintenance services. IB.SH intends to conclude a framework contract with a suitable marketing agency from May 2026. --------------------------------------------------------------------------------------------------------------------------------------------------------------- We are looking for an agency with proven experience in elaborating corporate brands that can provide all strategic consultancy, modern design, video production and web programming in-house and has an approach towards sustainable and green communication. We expect a proven record of handling accessibility of websites and documents, managing multi-editor websites and a proven record of working with EU Interreg funding programmes or equivalent, in particular on core activities of this tender such as brand development and website management. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The agency’s core staff must befluent in English and be able to communicate confidently in German, both in writing and in speaking. We expect the agency to be capable of providing and applying technical solutions to collaborate and communicate remotely with IB.SH staff and to attend physical meetings in Rostock or other places in the EU upon request.

EU Directive 24/2014 requires that tender documents (tender documents, catalogs of questions and answers, amendment packages) be made available to you as an economic operator in an accessible format. We make these tender documents available to you at www.e-vergabe-sh.de. GMSH is the central procurement agency within the meaning of Section 120 (4) GWB. This means that it is obliged to handle the entire tendering process electronically for all Europe-wide tenders. For applicants and bidders, this means that applications to participate and bids can only be submitted in electronic form via our tendering platform www.e-vergabe.sh. Communication during the tendering process will also only take place in electronic form. For this reason, we would like to point out that free registration on our tendering platform: www.e-vergabe-sh.de is mandatory for applications or bids. After registering, you must link to the GMSH e-tendering platform. It is no longer possible to submit applications for participation/bids in paper form for this tender. Applications for participation/bids received in paper form may no longer be considered by GMSH during the review and evaluation process. The process remains unchanged for economic operators who are already registered. --------------------------------------------------------------------------------------------------------------------------------------------------------------- If reference is made to forms in this announcement or in the tender documents, these must be used. --------------------------------------------------------------------------------------------------------------------------------------------------------------- Evaluation of applications for participation in phase 1: During the evaluation, the points specified in the selection matrix for the categories “Economic and financial performance of the bidder," and “Technical and professional suitability of the bidder” will be awarded for each criterion. A maximum of 1,000 points can be achieved. Max. 3 bidders with the highest overall score, which completely fulfill all the formal requierements, will be invited to step 2. --------------------------------------------------------------------------------------------------------------------------------------------------------------- In case if there are fewer than 3 bidders in the first stage, the tender procedure will be continued with the fewer number of bidders. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The presentations are expected to take place in the 12th/13th calendar weeks of 2026. --------------------------------------------------------------------------------------------------------------------------------------------------------------- Prequalification: To prove the company's expertise, performance, legal compliance, and reliability, the certificate of registration in the official register of prequalified companies for the supply and service sector (www.amtliches-verzeichnis.ihk.de) can be submitted.
