Use cases are for example national building control and for different phases of building / infra projects as well as facility management. The outcome of this market dialogue will be used by the City of Helsinki and possibly other municipalities in Finland, for a competitive tendering process for the procurement of suitable products according to the market.

The market dialogue includes pre-interview questions and an interview with the operators that have expressed an interest. The outcome of this market dialogue will be used by the City of Helsinki and possibly other municipalities in Finland, for a competitive tendering process for the procurement of suitable products according to the market. The City of Helsinki has also invited other municipalities to participate in market dialogue interviews, as well as Senate Properties and the Association of Finnish Local and Regional Authorities. The role of the other experts in the interviews is to act as specialists in IFC checking and use cases of the municipality in question. All material shared in the interviews is considered confidential, and the interview participants are obligated to observe the confidentiality of the shared information. For companies who are interested in participating in the interviews and market dialogue, the pre-interview questions will be sent via email after the participant has registered and shared their contact information. Replies to the pre-interview questions should be returned by September 18th 2026 at the latest to given email addresses. The contracting entity reserves the right to invite companies that have expressed an interest to present their products or solutions at company-specific events and to send a possible draft invitation to tender for comments to interested companies before the possible publication of the actual contract notice or tender. No compensation is provided for participating in the market dialogue. The aim is to organize a possible company-specific presentation events during October 2026 (via Teams). The organizer reserves the right to record the event if needed. The timetables and other information provided in this notice, such as the planned market dialogue, are preliminary and indicative and may change as the preparation of the notification progresses. The information provided is not binding on the contracting entity. Failure to respond to the market dialogue will not prevent a supplier from participating in a potential tender and will not affect the supplier's position in the actual tender. Background and aims of the procurement The main driving force behind the need for an IFC files checking service is the national need for the use of IFC data models arising from the reform of the Building Act and Decree. The City of Helsinki has specific checking rules alongside national rules which are used for the IFC checking process. In Finland, the new Building Act requires municipalities to submit IFC data models to the future national data repository (RYTJ) of SYKE by 1st of January 2029. The Act also already requires municipalities to be able to receive IFC data models as part of the building permit process. Besides the building permit, city survey and digital twin processes, the City of Helsinki is using IFC files in separate building projects (Design, construction site, Facility Management phases), and in Infrastructure projects. The OpenBIM processes used need IFC files checking tools that can cover the checking use cases and be able to generate the new rules easily, if needed.
