This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by midnight on Monday 26th October 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR. Written representations may be submitted to [email protected] Award decision makers are as follows: Femi Varudi - Lead Officer Raj Lakshman - Service Director No conflicts of interest were identified during this process. The key criteria used to assess tenders were weighted as follows: Quality & Innovation - 40% Value - 25% Integration, Collaboration and Service Sustainability - 15% Improving Access, Reducing Health Inequalities and Facilitating Choice - 15% Social Value - 5% The rationale for the weightings is as follows: Quality and Innovation: This was given the highest weighting because the quality and effectiveness of service delivery are fundamental to achieving the intended public health outcomes. The service covers several key areas, including smoking cessation, NHS Health Checks and weight management, and therefore requires a provider that can demonstrate a robust, evidence-based and person-centred approach. A strong emphasis was also placed on innovation to ensure the service can adapt to changing local needs, improve engagement and outcomes, and develop effective approaches throughout the contract period. Value : Value was given the second-highest weighting to ensure that the Council achieves the best use of available public health funding. The weighting reflects the importance of affordability and efficient use of resources while ensuring that cost considerations do not outweigh the quality and effectiveness of the service. This enabled consideration of overall value for money rather than simply selecting the lowest-cost proposal. Integration, Collaboration and Service Sustainability: This criterion was weighted at 15% because successful delivery requires effective integration with existing local health and care pathways and strong partnership working with primary care, community services and other relevant organisations. It was also important that bidders could demonstrate a sustainable delivery model with appropriate workforce capacity, resilience and arrangements to support continuity throughout the contract. Improving Access, Reducing Health Inequalities and Facilitating Choice: This was also weighted at 15% to reflect the Council's public health priorities around reducing inequalities and ensuring that services are accessible to residents who may experience poorer health outcomes or barriers to accessing support. Bidders needed to demonstrate how they would reach priority and underserved groups, provide appropriate choice and flexibility, and tailor delivery to the needs of Peterborough's diverse communities. Social Value: Social Value was weighted at 5% to ensure that the wider economic, social and environmental benefits delivered through the contract were appropriately considered. While these benefits are important, the primary purpose of the procurement is to secure a high-quality, effective and sustainable public health service. The weighting therefore ensures that Social Value contributes to the overall assessment without disproportionately influencing the core service requirements. Following compliance checks of tenders received, the bids identified as having been compliant were taken through to evaluation against the key criteria, where Greater Peterborough Network's was considered to have satisfied the award criteria. The provider scored the highest when scores against each key criteria were combined, with the overall score being deemed sufficient to progress with the award recommendation. The recommendation to award was put forward and formal governance approved following the competitive process.

Additional information: Regarding Local Government Reorganisation - potential contract modifications: Local Government Reorganisation (LGR) is the process in which the structure and responsibilities of local authorities are reconfigured. The Government has set out plans to move away from the current two-tier system of district and county councils in England, which is relevant to Cambridgeshire County Council, the five district councils in the county (Cambridge City Council, East Cambridgeshire District Council, Fenland District Council, Huntingdonshire District Council and South Cambridgeshire District Council), and Peterborough City Council as a neighbouring unitary council. Therefore, the current seven councils in Cambridgeshire and Peterborough may be replaced and no longer exist. Rather than dealing with separate county, city and district councils, residents will access all services through unitary council(s). At this stage, no decisions have been made on how many unitary councils will cover the county and which geographical areas they will cover. Throughout the LGR process, the Authority's focus will remain on delivering essential services across Peterborough. Potential changes may occur during the term of the Contract, and although commercial contracts are likely to transfer to any new unitary authorities by statutory instrument or be agreement on LGR, the contracts may need to be amended to reflect the new geographical, financial and contract scope. Therefore, to ensure the Contract may adapt upon implementation of LGR and modify to reflect the implications of LGR, we state within this notice of the intention to rely on Section 13(1) of the Health Care Services (Provider Selection Regime) Regulations 2023 to permit modification of the of the Contract (if modification is considered necessary and reasonable), to reflect new geographical, financial and contract scope accordingly. Please note we cannot precisely confirm any modification, if any, to the geographical, financial and contract scope at this stage, and any proposed modification, if agreed, shall not be implemented until 1 April 2028 at the earliest. Any contract modification in relation to LGR shall be in accordance with clause 51 (variation) and clause 58 (Reorganisation) of the Contract.
