Das größte Risiko für die Cybersicherheit auf dem Gefechtsfeld besteht in der Bedrohung der eigenen drahtlosen Funkkommunikation durch gegnerische elektronische Kampfführung (EloKa). Neben der Sicherstellung von Integrität und Sicherheit gegen Abhören der übertragenen Information durch moderne kryptographische Verfahren, sowie der Verfügbarkeit der Informationsverbindungen auch unter Störmaßnahmen, ist der Schutz der eigenen elektromagnetischen Signatur gegen Ortungsverfahren des Gegners ein häufig übersehener aber operativ kritischer Bestandteil von Communications Security (COMSEC). Gerade bei der direkten Kommunikation zwischen zwei Sendestationen besteht die Gefahr, dass die eigene Übertragung von gegnerischen Kräften abgefangen und dekodiert bzw. der eigene Standort mit Hilfe von Maßnahmen der EloKa gestört oder lokalisiert wird. Aktuell reagieren Truppenverbände im Feld mit technischen Maßnahmen (Direct Sequence Spread Spectrum/Frequency Hopping Verfahren, Burst Übertragungen, Richtfunk) oder taktischen Maßnahmen (kurze Sendezyklen, Funkdisziplin, hohe Mobilität), was die Nutzung drahtloser Kommunikation und ihrer Vorteile im Einsatz einschränkt. Auf der anderen Seite spielt die unterbrechungsfreie Verfügbarkeit des Informationsflusses im „Military Internet of Things“ auf dem Gefechtsfeld z.B. zur Erstellung hochpräziser und kontinuierlich aktualisierbarer Lagebilder eine immer größere Rolle und erfordert die Nutzung taktischer Datenlinks mit hoher Datenrate. Dies erfordert beispielsweise neuartige adaptive Wellenformen im VHF-Bereich und höher, welche aktuell auf Basis von Software Defined Radio (SDR) z.B. im Rahmen des ESSOR-Projekts entwickelt werden. Durch flexible Modulationsverfahren, integrierte Verschlüsselung und hohe Resilienz lassen sich sichere Funkverbindungen realisieren. Gleichzeitig ermöglichen solche Wellenformen auch die gleichzeitige Kommunikation und Aufklärung (Integrated Communication and Sensing, ISAC) und sind somit für die militärische Anwendung besonders interessant. Im Rahmen des Forschungsprogramms InSuReCS soll eine adaptiv steuerbare Sende- und Empfangstechnologie basierend auf Metaoberflächen (z.B. Reconfigurable Intelligent Surfaces (RIS)) entwickelt werden, die eine indirekte Kommunikation und Aufklärung (aktiv und passiv) ermöglicht und so die Gefahr der Aufklärung der eigenen Position durch einen sich kontinuierlich anpassbaren Übertragungsweg weiter minimiert. Die indirekte Kommunikation und Aufklärung soll durch eine Zwischen- bzw. Relaisstation realisiert werden, die in der Lage ist, ankommende und stark fokussierte Übertragungen gezielt zwischen Quelle und Senke weiterzuleiten. Die zu entwickelnde Sende- und Empfangstechnologie kann sowohl zur Ergänzung bestehender Funktechnik eingesetzt werden und deren Fähigkeiten (z.B. mit Bezug zu Bandbreite, verwendeten Frequenzbändern, Richtcharakteristik) erweitern aber auch zukünftige militärisch relevante Funkanwendungen in den Blick nehmen. Ziel ist die Entwicklung einer Sende- und Empfangstechnologie, die mobilen Einsatzteams im Feld eine hochverfügbare, breitbandige und sichere Kommunikation und Fernaufklärung mit hoher Richtwirkung ermöglicht. Hierfür sollen intelligente Metaoberflächen, die z.B. für den Gebrauch im kommenden 6G-Mobilfunkstandard vorgesehen sind, für den hochflexiblen Einsatz im Rahmen von Konflikt- und Krisenbewältigungsszenarien adaptiert werden. Priorisierte Anforderungen wie die weitgehend plattformunabhängige Einsetzbarkeit, die gute Integration in existierender und zukünftiger Funkanwendungen sowie die kontinuierliche Anpassung der RIS-Konfiguration in einem hochmobilen Einsatzszenario stellen wesentliche Innovationsziele des Forschungsprogramms dar.
The greatest risk to cyber security on the battlefield is the threat to own wireless radio communication from enemy electronic warfare (EloKa). In addition to ensuring the integrity and security against interception of the transmitted information using modern cryptographic methods and the availability of information links even under jamming measures, the protection of one’s own electromagnetic signature against the enemy’s positioning methods is an often overlooked but operationally critical component of communications security (COMSEC). Particularly in the case of direct communication between two transmitting stations, there is a risk that one’s own transmission will be intercepted and decoded by enemy forces or that one’s own location will be disrupted or localized with the help of EloKa measures. Troop units in the field are currently responding with technical measures (direct sequence spread spectrum/frequency hopping procedures, burst transmissions, radio relay) or tactical measures (short transmission cycles, radio discipline, high mobility), which limits the use of wireless communication and its advantages in operations. On the other hand, the uninterrupted availability of the information flow in the “Military Internet of Things” is playing an increasingly important role on the battlefield, e.g. for the creation of highly precise and continuously updatable situation pictures, and requires the use of tactical data links with high data rates. This requires, for example, new adaptive waveforms in the VHF range and higher, which are currently being developed on the basis of Software Defined Radio (SDR), e.g. as part of the ESSOR project. Flexible modulation methods, integrated encryption and high resilience allow secure radio connections to be realized. At the same time, such waveforms also enable simultaneous communication and reconnaissance (Integrated Communication and Sensing, ISAC) and are therefore particularly interesting for military applications. As part of the InSuReCS research programme, an adaptively controllable transmission and reception technology based on meta-surfaces (e.g. Reconfigurable Intelligent Surfaces (RIS)) is to be developed that enables indirect communication and reconnaissance (active and passive) and thus further minimizes the risk of reconnaissance of one’s own position through a continuously adaptable transmission path. Indirect communication and reconnaissance is to be realized by an intermediate or relay station that is capable of forwarding incoming and highly focused transmissions between source and sink in a targeted manner. The transmission and reception technology to be developed can be used to supplement existing radio technology and expand its capabilities (e.g. with regard to bandwidth, frequency bands used, directional characteristics), but can also focus on future military-relevant radio applications. The aim is to develop a transmission and reception technology that enables mobile field teams to provide highly available, broadband and secure communication and long-range reconnaissance with high directionality. To this end, intelligent meta-interfaces, which are intended for use in the upcoming 6G mobile communications standard, for example, are to be adapted for highly flexible use in conflict and crisis management scenarios. Prioritized requirements such as largely platform-independent usability, good integration into existing and future radio applications and continuous adaptation of the RIS configuration in a highly mobile deployment scenario are key innovation goals of the research program.
a) Zu Kooperationsformen im vorliegenden Vergabeverfahren: Das Nichtvorliegen von Ausschlussgründen, die wirtschaftliche und finanzielle Leistungsfähigkeit, sowie die technische und berufliche Leistungsfähigkeit sind bei Vorliegen einer Bewerbergemeinschaft für jedes Mitglied der Bewerbergemeinschaft vorzulegen. Beabsichtigt der Bewerber oder ein Mitglied einer Bewerbergemeinschaft, sich zum Nachweis der wirtschaftlichen und finanziellen oder technischen und beruflichen Leistungsfähigkeit auf andere Unternehmen (z. B. durch Unterauftragnehmer) zu berufen, so sind die benannten Unterlagen für die anderen Unternehmen insoweit vorzulegen, als die Bezugnahme auf die Leistungsfähigkeit Dritter erfolgt. b) Die Teilnahmeanträge sind in deutscher Sprache oder in englischer Sprache einzureichen. c) Der Auftraggeber hat für die Einreichung der Teilnahmeanträge einen Bewerbungsbogen erstellt. Dieser ist für die Einreichung der Teilnahmeanträge zu verwenden. Die Teilnahmeanträge müssen bis zum Schlusstermin für deren Eingang nach Ziffer 5.1.12 elektronisch via: evergabe-online eingehen. In Papierform eingereichte Bewerbungen werden nicht berücksichtigt. Eine Unterschrift oder Signatur auf dem Bewerbungsbogen ist nicht notwendig, der Name der verantwortlichen Person ist im Unterschriftsfeld jedoch zwingend anzugeben („Textform“). d) Erläuterung zum Ablauf des Verhandlungsverfahrens: Die Vergabeunterlagen befinden sich in einem „Entwurfsmodus“. Der Auftraggeber behält sich vor, die veröffentlichten informatorischen Vergabeunterlagen anzupassen und den ausgewählten Bewerbern eine überarbeitete Fassung der Vergabeunterlagen, zur Verfügung zu stellen. e) Die enthaltenen Zeitangaben stehen unter dem Vorbehalt der Anpassung und Aktualisierung. f) Haushaltsvorbehalt: Die Fortführung dieses Vergabeverfahrens steht unter dem Vorbehalt, dass die erforderlichen Haushaltsmittel in der erforderlichen Höhe zur Verfügung stehen. Sofern sich im Vergabeverfahren herausstellen sollte, dass dies nicht der Fall ist, behält sich die Auftraggeberin vor, das Vergabeverfahren analog zu § 63 Abs. 1 Satz 1 VgV aufzuheben. Kosten und Aufwendungen der Bieter im Zusammenhang mit ihrer Teilnahme am Vergabeverfahren werden auch in diesem Fall nicht erstattet (Sofern nicht vertraglich anders geregelt). g) Datenschutz: Der Bewerber hat die Bestimmungen der Datenschutz-Grundverordnung, des Bundesdatenschutzgesetzes sowie anderer geltender Gesetze zum Schutz personenbezogenen Daten einzuhalten. Für die Übermittlung personenbezogener Daten an den Auftraggeber trägt der Bewerber die datenschutzrechtliche Verantwortung und hat entsprechend die Rechtmäßigkeit sicherzustellen (z.B. durch Einholung von Einwilligungen bei Angaben natürlicher Personen).

The client reserves the right to adapt the published informational tender documents and to provide the selected applicants with a revised version of the tender documents. e) The times given are subject to adjustment and updating. f) Budget reservation: The continuation of this award procedure is subject to the reservation that the necessary budget funds are available in the required amount. Should it become apparent during the award procedure that this is not the case, the client reserves the right to cancel the award procedure in accordance with § 63 (1) sentence 1 VgV. Costs and expenses incurred by applicants / bidders in connection with their participation in the award procedure will not be reimbursed in this case either (unless otherwise contractually agreed). g) Data protection: The applicant must comply with the provisions of the General Data Protection Regulation (GDPR), the German Bundesdatenschutzgesetz (German Federal Data Protection Act) (BDSG) and other applicable laws on the protection of personal data. The applicant is responsible under data protection law for the transfer of personal data to the client and must ensure that it is lawful.
