Key information
Overview
Cardiff and Vale University Health Board intends to award a contract to Thirty Six Degrees for the provision of an independent review of healthcare services at HMP Cardiff. The review will assess current clinical practice, workforce arrangements, governance structures, multidisciplinary working, service delivery and wider system relationships. The review will identify any improvement opportunities, whilst providing recommendations to support the development of a sustainable future service model. The Health Board has identified a requirement for specialist expertise spanning forensic mental health services, healthcare delivery within secure and custodial environments, clinical governance, service improvement, medical leadership, nursing leadership and operational service review. Thirty Six Degrees has demonstrated extensive experience in NHS leadership, clinical services and service improvement, particularly within mental health, forensic and complex care settings. The proposed team brings together senior clinical, operational and improvement expertise with significant experience of reviewing services, governance structures which support quality improvement and operating within secure environments. The Health Board considers that Thirty Six Degrees offers a distinctive combination of specialist expertise directly relevant to the circumstances at HMP Cardiff. This expertise enables the provision of an independent, integrated review capable of assessing complex clinical, operational and governance processes within a secure custodial healthcare setting. Having considered the specialist nature of the requirement, the need for independent review, the importance of identifying and addressing potential patient safety concerns, and the need to progress the review in a timely manner, the Health Board has concluded that a direct award represents the most appropriate procurement approach.
