GENERAL PROCUREMENT NOTICE Country: Kyrgyz Republic Project: KYRGYZ REPUBLIC NATIONAL IRRIGATION INVESTMENT PROGRAM Project ID No. P515521 Implementing Agency: Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic The Kyrgyz Republic has received financing in the amount of US$ 172 000 000 (one hundred seventy two million) equivalent from the World Bank (WB), Asian Infrastructure Investment Bank (AIIB), the OPEC Fund and Swiss Agency for Development and Cooperation (SDC) toward the cost of the Kyrgyz Republic National Irrigation Investment Program (Project), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this Project. The Project will include the following components: Component 1: Infrastructure Investments: Overall, Component 1 will lay the physical and technological foundation for more efficient, resilient, and climate-smart irrigation systems, directly contributing to improved water management, sustainable agricultural production, climate adaptation and mitigation. Specifically, this component will finance investments (civil works, goods, equipment, and services) to increase the efficiency, access and reliability of I&D infrastructure and services. Priority investments include upgrading critical water regulation facilities and enhancing dam safety, and groundwater development to reduce the impact of droughts and climate change-driven water scarcity; modernizing irrigation conveyance and distribution infrastructure using modern lining technologies, and materials resistant to high-temperature variations that withstand ground movements in landslide-prone areas, and reforestation along the right-of-way to prevent sedimentation along the canals and downstream rivers. The Project will also finance hydromechanical works to reduce energy consumption and minimize greenhouse (GHG) emissions. Further, the project will support the adoption of climate-smart irrigation technologies and agriculture practices to optimize water use at both system and farm levels, thus reducing the vulnerability to climate change impacts for farmers and rural communities. To further increase the reliability of irrigation services and the productivity of irrigated agriculture, the component will also finance smart water measurement and monitoring systems to strengthen irrigation water management and accounting. This Component consists of the following subcomponents Sub-component 1.1 – Irrigation and drainage infrastructure modernization will finance the: (i) modernization and upgrade of 440 km of hydraulic and hydromechanical I&D infrastructure covering 82,000 ha to reduce water losses, improve conveyance efficiency, and strengthen operational reliability, reducing drought vulnerability and increasing food security; (ii) development and upgrade of 10 regulation structures and groundwater sources, including rehabilitation and optimization of existing storage facilities, to reduce sedimentation, improve water availability and enable drought resilient irrigation services; (iii) dam safety improvements for two priority interstate structures, including instrumentation and hydrological monitoring systems, civil, hydraulic and hydromechanical works to ensure compliance with technical and environmental standards and improve their operational performance; and (iv)modernization and automation of water allocation, measurement and monitoring systems along all primary canals using supervisory control and data acquisition (SCADA) systems to enable equitable water distribution and accurate water accounting, better system management, and transparent service provision. Sub-component 1.2 – Scalable pilot on irrigated agriculture and on farm smart water-management will finance climate-smart onfarm and value chain interventions that leverage improved irrigation services financed under Subcomponent 1.1 to improve climate adaptation and mitigation for targeted producer groups, cooperatives, and agribusinesses in upgraded irrigation command areas. Component 2: Irrigation Service Delivery improvements will finance infrastructure works, technical assistance (TA), and equipment to (i) increasing water resources and irrigation planning and operational capacity to enhance drought resilience and sediment control, (ii) enhancing water regional coordination, cross learning and water sharing systems to increase climate resilience in interstate rivers, (iii) improving the financial efficiency and governance systems using performance-based financing mechanisms to enhance the resilience of irrigation services against climate variability, (iv) skills and professional development for young sector professionals to enhance the irrigation and water management capacity, and women participation in technical and climate-smart decision-making roles, and (v) supporting private capital and knowledge mobilization to maximize sector financing. Sub-component 2.1 – National water resources management and irrigation services, will finance (i) hydroclimatic and hydrological equipment and system upgrade for the unified water information center, procedures to consolidate hydrological and operational data, and improve interstate water information sharing and coordination, to help bolster climate resilience with accurate risks assessment, decision support systems and early warnings using real-time monitoring and data analysis; (ii) information technology (IT) infrastructure, equipment and tools for the modernization of the water permitting system to enhance transparency, strengthen compliance, and improve allocation efficiency; (iii) training and equipment for enhancing dam operations procedures and safety, (iv) IT systems for efficient water accounting systems to improve water allocation and monitoring, and enable more effective regulation and service delivery; and (v) TA for the review and update of irrigation design norms and practices to increase the adoption of climate-smart irrigation solutions. Sub-component 2.2 - District irrigation service improvements program will provide performance-based financing (PBF) for ten District Water Management Units (DWMUs) (out of the total 40 districts) and will cover structural and operational investments that are critical to enabling the operational and financial efficiency of the DWMUs, and the reliability and resilience of irrigation systems against climate variability. Priority districts will be selected based on (i) coverage of complex irrigation schemes with more than 20,000 beneficiaries, (ii) full integration of municipal irrigation management services into DWMU structure, (iii) a minimum of 30 percent farmers in organized farmer groups or cooperatives engaged in project focus agro-food clusters, covering consolidated farms of more than 30 ha, and (iv) a minimum of 70 percent collection rate for irrigation fees. Funding for the PBF will be on-granted to the DWMU and will cover activities from the DWMUs’ service development plans and will focus on increasing irrigation services management capacity, innovative solutions for service expansion and climate resilience, asset management and operations, digital solutions for farmer support and feedback, tariff-setting procedures, financial management, and service monitoring and reporting. The DWMU will also liaise with the farmer support center to provide advisory services on irrigation scheduling, soil moisture management, and climate-smart agronomic practices to increase yields and water productivity and support crop diversification toward higher value and more water-responsive crops. Procurement under the District Irrigation Service Improvements Program, which will finance performance-based financing (PBFs) for ten DWMUs will be delegated to the selected DWMUs. Sub-component 2.3 - Design and transaction advisory support for private sector engagement in the irrigated agriculture value chain. The Project will finance TA for the feasibility assessment and design of a regional agro-logistics hub strategically located along major production and trade corridors, including project concept design, assessments of market opportunities and investment models linked to priority agro-food clusters benefiting from improved irrigation services; detailed engineering design for the hub, transaction structuring and support during a competitive procurement for potential private sector investors. Under this sub-component, the project will also support TA to develop supporting tools to enable private sector engagement including simplified procedures and guidelines with resources for accessing regulatory services for water and agribusiness development, and training for domestic private investors and businesses on project structuring and access to financing. Component 3: Technical Assistance and Program Management Support: This component will finance TA and incremental operating costs to support the preparation and supervision of all program investments, including: (i) Incremental operating costs, TA, and equipment for program management; (ii) TA, equipment and training for the establishment of an environmental and social management system, including standard program instruments and implementation support; (iii) TA, equipment, training and incremental costs for the development and integration of the program M&E system into the USIS, results tracking, sector coordination, and annual reviews; (iv) TA for the preparation of investment packages, including engineering designs, and E&S instruments for future interventions planned under the MPA; (v) TA, equipment, and services to support a knowledge development program and communications strategy for the MPA aiming to build awareness and understanding among stakeholders on irrigation services, sustainability, and climate resilience; (vi) TA for the preparation of PBF and the independent verification.
