Elia Assets wenst een raamovereenkomst af te sluiten voor de uitvoering van algemene inspecties van bovengrondse hoogspanningslijnen (Overhead Lines – OHL) met behulp van BVLOS drones (Beyond Visual Line of Sight). De opdracht heeft tot doel het systematisch capteren en analyseren van kwalitatieve inspectiedata van OHL assets (masten, uitrusting en geleiders) ter ondersteuning van het asset management, met name voor conditiebeoordeling en onderhoudsbeslissingen. Deze aanbesteding kadert binnen Elia’s ambitie om een aanzienlijk deel van de OHL assets via remote inspection technieken te inspecteren. De opdracht omvat de operationele uitvoering van dronevluchten, datacaptatie en de oplevering van inspectieresultaten volgens vooraf vastgelegde kwaliteits en doorlooptijdvereisten. Als standaard payload wordt een RGB configuratie voorzien. Daarnaast kunnen, afhankelijk van de operationele behoeften en de uitkomst van de aanbestedingsprocedure, optionele modules worden geactiveerd, waaronder LiDAR en/of thermische inspecties, bijkomende data en analysetoepassingen (zoals detectie en segmentatie van torenelementen en 3D lijn /geleidersmodellen) en verschillende rapporteringsniveaus. De selectie van deze opties gebeurt op basis van de effectieve behoeften en hun bijdrage aan de business case voor remote OHL inspecties. De indicatieve scope bedraagt ongeveer 4.321 km per jaar vanaf 2027, met mogelijke variaties doorheen de jaren. De opdracht vereist voldoende flexibiliteit om het volume en de scope van de drone inspecties te laten evolueren in functie van technologische ontwikkelingen (bv. sensoren) en operationele randvoorwaarden (bv. regelgeving en weersomstandigheden). In het kader van de aanbestedingsprocedure zullen demonstratievluchten worden georganiseerd met de hoogst gerangschikte kandidaten om hun operationele en technische capaciteiten te evalueren.

La mission vise la capture et l’analyse systématiques de données d’inspection de haute qualité des actifs OHL (pylônes, équipements et conducteurs) afin de soutenir la gestion des actifs, en particulier l’évaluation de l’état des actifs et la prise de décisions de maintenance. Ce marché s’inscrit dans l’ambition d’Elia visant à inspecter une part significative de ses actifs OHL via des techniques d’inspection à distance (remote inspection). La mission comprend l’exécution opérationnelle des vols de drones, la captation des données et la livraison des résultats d’inspection conformément à des exigences prédéfinies en matière de qualité et de délais. Une charge utile RGB est prévue comme configuration standard. Des modules optionnels peuvent être activés, en fonction des besoins opérationnels et des résultats de la procédure de marché, notamment des inspections LiDAR et/ou thermiques, des applications complémentaires de traitement et d’analyse des données (telles que la détection et la segmentation d’éléments de pylônes et des modèles 3D de lignes/conducteurs) ainsi que différents niveaux de reporting. La sélection de ces options se fera sur la base des besoins effectifs et de leur contribution au business case des inspections OHL à distance. Le périmètre indicatif est estimé à environ 4.321 km par an à partir de 2027, avec des variations possibles selon les années. La mission requiert une flexibilité suffisante afin de permettre l’évolution du volume et du périmètre des inspections par drone en fonction des évolutions technologiques (par ex. capteurs) et des contraintes opérationnelles (par ex. réglementation et conditions météorologiques). Dans le cadre de la procédure de passation du marché, des vols de démonstration seront organisés avec les candidats les mieux classés afin d’évaluer leurs capacités opérationnelles et techniques.

Elia Assets intends to conclude a framework agreement for the execution of general inspections of overhead high voltage lines (Overhead Lines – OHL) using BVLOS drones (Beyond Visual Line of Sight). The purpose of the assignment is the systematic capture and analysis of high quality inspection data of OHL assets (towers, equipment and conductors) to support asset management, in particular asset condition assessment and maintenance decision making. This tender forms part of Elia’s ambition to inspect a significant share of its OHL assets using remote inspection techniques. The scope of the assignment includes the operational execution of drone flights, data acquisition and the delivery of inspection results in accordance with predefined quality and turnaround time requirements. An RGB payload is foreseen as the standard configuration. In addition, optional modules may be activated depending on operational needs and the outcome of the procurement procedure, including LiDAR and/or thermal inspections, additional data and analysis applications (such as detection and segmentation of tower elements and 3D line/conductor models), and different reporting levels. The selection of these options will be based on actual needs and their contribution to the overall business case for remote OHL inspections. The indicative scope amounts to approximately 4,321 km per year as from 2027, subject to variations over the years. The assignment requires sufficient flexibility to allow both the volume and scope of drone inspections to evolve in line with technological developments (e.g. sensors) and operational constraints (e.g. regulation and weather conditions). As part of the procurement procedure, demonstration flights will be organised with the highest ranked candidates to assess their operational and technical capabilities.
