Interested companies can contact the awarding authority with questions up to a maximum of 5 calendar days before the end of the application deadline. If the questions or answers are of general interest, they will be made available in anonymized form at the URL address (ad-hoc communication channel). All interested companies or applicants are obliged to take note of the questions and answers published at the URL address (ad hoc communication channel) when drafting their application to participate. Failure to comply may lead to exclusion from the procedure. Due to the registration in ARIBA required for participation in the procedure, it is recommended to contact the responsible buyer in writing (by e-mail) at least 72 hours before the end of the application deadline. Elia must invite the applicant to the procedure. Registration of the applicant on ARIBA is mandatory for participation in this procedure. Foreign applicants: In principle, they must submit the required declarations/evidence in English or in an officially certified translation. If a declaration/proof cannot be submitted at all, this must be justified, a comparable declaration/proof must be submitted and explained why comparability exists. Consortia of applicants: With the application to participate, they must submit a legally binding declaration signed by all members and completed in full. In particular, the aspect of the conformity of the formation of the applicant group with antitrust law must be taken into account. Each member of the applicant group must submit the declarations and evidence required under the sub-item "Selection criteria". This applies to a limited extent to the declarations and evidence under sub-item Selection criteria if the applicant group provides for a division of tasks and insofar as, for example, certain references can only be submitted by a member of the applicant group; any limited submission of declarations and evidence must be exhaustively explained by the applicant group in an Annex to the applicant group declaration. Incidentally, the same rules apply to applicant groups as to applicants. Other companies: Applicants can use other companies to prove their suitability (suitability loan). In this case, the other company must submit a declaration of commitment according to which it will provide a specifically defined partial service for the applicant in the event of an order. Companies which lend the suitability to the applicant (suitability lenders and subcontractors) and those other companies that the applicant otherwise wants to provide for the performance of services (subcontractors) must be summarised in a list where the name and registered office of the other company as well as the part of the service for which the other company is intended are formulated.

In case more than four candidates from non-GPA countries and from countries that does not have an EU free trade agreement rank within the 12 best candidates, only the four best ranking candidates will be permitted to participate in the RFP and the remaining spaces are filled with the next-best ranking candidates from GPA countries and from countries having an EU free trade agreement.
