Overview

NTNU shall enter into a framework agreement for the inspection and maintenance of a gas alarm system for NTNU ́s buildings in Trondheim. The delivery and place of work for the deliveries will be NTNU in Trondheim. See Annex 1c Site Overview for a more detailed description of the different installations, including location and type. The framework agreement includes the following works: Annual inspections The annual inspection includes two meetings, in one turn, a check of the gas warning system + one calibration is carried out in the second turn-out, only one calibration will be carried out. Maintenance Maintenance means repairs, replacements and improvements of deviations (errors and shortcomings) on the installations in order for them to function as intended. See the requirement specifications for a comprehensive description of the delivery. The planned start-up for the new contract is in the medio August, so that the autumn inspections shall be carried out under this agreement.

In accordance with PPR § 7-9 (2), climate and environmental considerations shall as a main rule be weighted with a minimum of 30% in the award criteria. The requirement can be waived if it is clear that the requirements in the requirement specifications give a better climate - and environmental effect than the award criteria, cf. the Public Procurement Regulations § 7-9 (4). The procurement primarily includes the procurement of services (control and maintenance of gas alarms), which are carried out in the contracting authority ́s locations. The central climate and environmental footprint of this procurement is, thus, passenger transport to and from the contracting authority ́s locations in connection with services performed. The contracting authority has assessed how the contracting authority can achieve the lowest climate and environment for the services included in this procurement, and has concluded that making absolute requirements for the use of zero emission vehicles for passenger cars and small goods vans will clearly have a lower environmental impact than setting award criteria and evaluating the different types of fuel used in the service. There are also minimum requirements for products, packaging and waste management in the requirement specification. The contracting authority therefore believes that the condition for using the exemption provision in the PUBLIC Procurement Regulations § 7-9 (4) is fulfilled.
