Overview
In several contexts, the Ministry of Energy (ED) needs to make independent assessments of and assistance with the work on various problems connected to the energy and power market and assessments of various measures in the energy area. In such connections, ED may require external assistance. It will be important to have a high professional level within power and energy market analysis, access to and experience with energy and market models, as well as high competence in socio-economic analyses. Good insight into the different technical and economic qualities of the Norwegian and European power and energy system is an advantage. Based on this, ED would like to enter into parallel framework agreements with three and up to five different tenderers. The award of individual contracts within the framework agreement will be awarded in accordance with the mechanisms described in annex 2, waterfalls and mini-competitions. There is a large thematic breadth in the framework agreement. Tenderers are encouraged to use sub-suppliers who have the necessary additional competence. When using sub-supplier(s), the contracting authority requests that the tenderer fill in Annex 4 and enclose the information described in point 3.12. The framework agreement will be valid for 3 years from when it is signed, with an option for an extension for a further 1 year (3+1). Based on previous years' experience, a cost limit of approx. NOK 1 million to NOK 5 million excluding VAT per annum is estimated, totalLING NOK 20 million excluding VAT over the entire four year contract period (including the option). This estimate is non binding from the contracting authority and the call-offs on the contract can be higher/lower per annum depending on the need that occurs in the contract period. The intention is that the framework agreement shall cover ED ́s need for assistance with the work on different problems within the energy and power market field, but without any obligation to purchase.
