Overview

BACKGROUND INFORMATION AND THE OBJECT OF THE PROCUREMENT The Digital and Population Data Services Agency (Digi- ja väestötietovirasto, later DVV) promotes the digitalization of society, secures the availability of data, and provides services for the life events of its customers. DVV leads the way, reforms society, and supports citizens in their interaction with public administration. DVV’s aim is to further promote the smooth functioning of Finnish society. Digitalization is one important way to achieve this. The scope and object of this procurement is Digital Identitity Wallet Solution and related services as described in this procurement documentation with it's annexes. DVV intends to publish the Finnish EUDI wallet application and other EUDI capabilities that are DVV's responsibility in accordance with the schedule specified in more detail in this documentation. To develop this solution on schedule and with the required quality, DVV needs software components and tools that enable development while ensuring regulatory compliance and certifiability. The goal of this procurement is therefore to acquire technical development capabilities and related services as described in this documentation. AGREEMENT PERIOD The Agreement shall enter into force once it has been signed by both Contracting Parties and shall remain in force as determined in the Agreement draft attached to this call for tenders.

This procurement is not divided into lots because DVV has evaluated it to be most efficient to execute the procurement with a single contract, taking into account also risk management.
